◆ 전국 광역자치단체 최초 보육지원금 사업 시행
경기도는 2026년 새해부터 전국 광역자치단체 최초로 '미등록 외국인아동 보육지원금 지원사업'을 시행한다고 1일 밝혔다. 미등록 외국인아동은 체류자격 없이 국내에 거주하는 아이들을 말한다. 현재 내국인 아동은 월 28만~54만원, 등록 외국인아동은 월 15만원의 보육료를 지원받지만 미등록 외국인아동은 어떠한 보육 지원도 받지 못한다. 경기도는 지난해 제정된 '경기도 출생 미등록 아동 발굴 및 지원 조례'에 따라 보육·복지 사각지대 해소를 위해 이번 사업을 기획했다.
◆ 1인당 월 10만원 어린이집 직접 지원
지원 대상은 경기도 내 어린이집에 재원 중인 미등록 외국인아동이다. 1인당 월 10만원의 보육료를 지원한다. 보육료는 보호자에게 현금으로 지급하지 않고 어린이집에 직접 지원하는 방식으로 운영한다. 이를 통해 보육 목적 외 사용을 방지하고 재정 집행의 투명성을 높였다. 경기도는 지역별 인구 구성과 행정 여건을 종합 고려해 2026년 시범사업 지역으로 화성시, 안성시, 이천시 등 3개 시군을 선정했다. 향후 제도 안정성을 확보한 뒤 참여 시군을 확대할 계획이다.
◆ 공적 확인 제도 동시 시행 예정
김성환 경기도 이민사회지원과장은 "그동안 투명인간처럼 취급돼 온 미등록 외국인아동들이 내국인 아동과 마찬가지로 권리를 보장받고 재정적 지원을 받는 첫 출발점이라는 점에서 의미가 크다"며 "출생–보육–교육–지역사회 정착으로 이어지는 아동 생애주기 전반의 통합적 권리보장 모델을 제시해 나가겠다"고 말했다. 경기도는 보육지원금 외에도 '경기도 출생 미등록 외국인아동 공적 확인 제도'를 함께 시행할 계획이다. 이 제도는 국내에서 태어나 경기도에 거주하는 미등록 외국인아동에게 확인증을 발급해 공적 서비스와 민간단체 지원사업 연계를 제공한다.

◆ First Childcare Subsidy Program Among Metropolitan Governments Nationwide
Gyeonggi Province announced on January 1 that it will implement the 'Childcare Subsidy Support Program for Unregistered Foreign Children' starting in 2026, becoming the first metropolitan government in the nation to do so. Unregistered foreign children refer to children residing in Korea without legal residency status. Currently, Korean children receive monthly childcare subsidies of 280,000 to 540,000 won, and registered foreign children receive 150,000 won per month. However, unregistered foreign children receive no childcare support. Gyeonggi Province planned this program to eliminate childcare and welfare blind spots in accordance with the 'Gyeonggi Province Ordinance on Discovery and Support of Unregistered Children Born in Gyeonggi' enacted last year.
◆ 100,000 Won Monthly Support Directly to Daycare Centers
The program targets unregistered foreign children enrolled in daycare centers within Gyeonggi Province. Each child receives 100,000 won per month in childcare subsidies. The subsidies are paid directly to daycare centers rather than as cash to guardians. This method prevents use for non-childcare purposes and increases transparency in fiscal execution. Gyeonggi Province selected Hwaseong, Anseong, and Icheon as the three pilot project areas for 2026 after comprehensively considering regional population composition and administrative conditions. The province plans to expand participating cities and counties after securing system stability.
◆ Public Certification System to Launch Simultaneously
Kim Seong-hwan, head of the Immigration Society Support Division at Gyeonggi Province, stated, "This is significant as the first step for unregistered foreign children, who have been treated as invisible, to have their rights guaranteed and receive financial support just like Korean children." He added, "We will present an integrated rights guarantee model covering the entire life cycle of children from birth to childcare, education, and community settlement." Gyeonggi Province also plans to implement the 'Gyeonggi Province Public Certification System for Unregistered Foreign Children Born in Korea' alongside the childcare subsidies. This system issues certificates to unregistered foreign children born in Korea and residing in Gyeonggi Province, connecting them to public services and private organization support programs.
