◆ 제물포구·영종구·검단구 신설…실버 패스 지원

인천광역시가 2026년 병오년 새해를 맞아 시민 생활 밀착형 정책을 대폭 확대한다. 인천시는 주요 정책 변화를 담은 책자 "2026, 더 좋아지는 인천생활"을 발간해 온·오프라인으로 제공한다. 생활·안전·환경 분야에서는 인천형 행정체제 개편을 통해 제물포구·영종구·검단구를 신설한다. 75세 이상 시민에게 무임 교통카드 '실버 패스'를 지원한다. 제3연륙교 개통과 인천시민 통행료 무료화를 시행한다. 시민 참여 종합 플랫폼 '인천지갑'을 운영해 스마트폰으로 신원 확인, 원스톱 민원 신청, 전자증명서 발급이 가능해진다.

◆ 공공도서관·파크골프장 신설…가족·돌봄 지원 확대

교육·문화·체육 분야에서는 옹진군 백령중·고등학교와 서구 검단신도시에 공공도서관 각 1개소를 신규 조성한다. 인천유나이티드 K리그1 승격에 따라 시민과 구단이 함께하는 다양한 혜택을 제공한다. 서구 아시아드경기장, 계양구 계양경기장, 남동구 남동경기장에 파크골프장 각 1개소를 신규 개장한다. 계양구·서구·연수구에 국민체육센터를 조성한다. 가족·돌봄 분야에서는 1,000원으로 초기 상담을 받는 '천원 첫 상담'을 운영한다. 노인·장애인 등을 위한 의료·요양 통합돌봄 지원 사업을 신규 추진한다. 저소득 한부모가족 지원, 어린이집 운영 경비 지원, 천사(1040) 지원금 등 기존 복지 제도도 대폭 확대한다.

◆ 천원 복비·천원택배 추진…"민생 체감의 해"

복지·건강 분야에서는 주거취약계층을 위한 '천원 복비' 사업을 추진한다. 식생활 취약계층을 위한 먹거리 기본보장 사업을 실시한다. 반려동물 복지문화센터를 신규 개소한다. 어린이 과일 간식 사업을 통해 건강한 식습관 형성과 국산 과일 소비를 촉진한다. 경제·일자리 분야에서는 노동자를 위한 '작업복 천원세탁소'를 운영한다. 소상공인 반값택배 사업을 '천원택배'로 확대한다. 인천일자리플랫폼을 통해 맞춤형 일자리 정보를 제공한다. 검단 근로자복합문화센터를 개관한다. 책자는 군·구 민원실, 읍·면·동 행정복지센터, 공공도서관에 비치하며 인천시 누리집에서 전자책으로 열람할 수 있다. 유정복 시장은 "2026년은 경제·문화·복지 등 모든 분야에서 시민 삶이 실질적으로 나아지는 '민생 체감의 해'가 될 것"이라고 말했다.

Incheon Metropolitan City significantly expands citizen-focused policies for the 2026 Year of the Horse. Incheon City publishes the booklet "2026, Better Life in Incheon" and provides it online and offline. In the living, safety, and environment sector, the city establishes Jemulpo-gu, Yeongjong-gu, and Geomdan-gu through Incheon-style administrative restructuring. The city provides the free transit card "Silver Pass" to citizens aged 75 and older. The city opens the Third Mainland Bridge and implements free tolls for Incheon citizens. The city operates the citizen participation platform "Incheon Wallet" enabling identity verification, one-stop civil service applications, and electronic certificate issuance via smartphone.

◆ New Public Libraries and Park Golf Courses…Expanded Family and Care Support

In education, culture, and sports, the city builds one public library each in Ongjin-gun (Baengnyeong Middle and High School) and Seo-gu (Geomdan New Town). The city provides various benefits for citizens and the club following Incheon United's promotion to K League 1. The city opens one park golf course each at Seo-gu Asiad Stadium, Gyeyang-gu Gyeyang Stadium, and Namdong-gu Namdong Stadium. The city builds National Sports Centers in Gyeyang-gu, Seo-gu, and Yeonsu-gu. In family and care support, the city operates "1,000 Won First Counseling" providing initial counseling for 1,000 won. The city newly launches integrated medical and nursing care support projects for elderly and disabled citizens. The city significantly expands existing welfare programs including low-income single-parent family support, daycare center operation subsidies, and Angel (1040) subsidies.

◆ 1,000 Won Brokerage Fee and 1,000 Won Delivery…"Year of Tangible Livelihood Improvements"

In welfare and health, the city promotes the "1,000 Won Brokerage Fee" project for housing-vulnerable groups. The city implements basic food security projects for food-vulnerable groups. The city opens a new Pet Welfare Culture Center. The city promotes healthy eating habits and domestic fruit consumption through children's fruit snack programs. In economy and jobs, the city operates "1,000 Won Work Clothes Laundry" for workers. The city expands the half-price delivery service for small business owners to "1,000 Won Delivery." The city provides customized job information through the Incheon Jobs Platform. The city opens the Geomdan Workers' Complex Culture Center. The booklet is available at district civil service offices, administrative welfare centers, and public libraries, and can be viewed as an e-book on the Incheon City website. Mayor Yoo Jeong-bok said, "2026 will be the 'Year of Tangible Livelihood Improvements' where citizens' lives substantially improve in all areas including economy, culture, and welfare."
