◆ 노후계획도시 정비 기본계획 주민설명회 개최

유정복 인천시장은 2일 부평구 삼산월드컨벤션에서 '노후계획도시정비 기본계획(안) 주민설명회'를 열었다. 유 시장은 2035년을 목표로 연수·구월·계산·부평·만수지구의 대규모 정비 방향을 공개했다. 시는 39개 특별정비예정구역을 중심으로 정비사업을 추진한다. 설명회에는 5개 대상지 주민과 시·구의원, 유관기관 관계자 등 약 400명이 참석했다. 유 시장은 '도심르네상스를 통한 글로벌 미래도시 인천'을 비전으로 제시했다.

◆ 권역별 특화 개발 전략 수립

시는 권역별로 특화된 개발 전략을 수립했다. 연수·선학지구는 로봇 기술 기반 '미래형 글로벌 R 정주환경 4.0'으로 조성한다. 구월지구는 예술·문화 기반 'SOHO 문화예술도시'로 만든다. 계산지구는 산업·생태·교통축을 잇는 '스마트 연결도시'로 개발한다. 갈산·부평·부개지구는 굴포천과 역세권을 연계한 '수변 네이처 커뮤니티'로 탈바꿈시킨다. 만수1·2·3지구는 탄소중립 중심 '세대통합 커뮤니티'로 조성한다.

◆ 15일 선도지구 공모 시작

시는 주택정비형·중심지구정비형·이주대책지원형 등 39개 특별정비예정구역을 지정해 정비사업을 체계화한다. 시는 각 지역별 주민설명회를 통해 시민 의견을 수렴한 뒤 오는 15일부터 선도지구 공모에 나선다. 시는 2026년 상반기 '노후계획도시정비 기본계획'을 최종 확정·고시할 계획이다. 유 시장은 "노후계획도시 정비는 인천을 글로벌 톱텐 도시로 이끄는 핵심 과제"라고 밝혔다.

Incheon Mayor Yoo Jeong-bok held the 'Aged Planned City Maintenance Master Plan Resident Briefing' at Samsan World Convention in Bupyeong-gu on December 2. Mayor Yoo revealed large-scale maintenance plans for the Yeonsu, Guwol, Gyesan, Bupyeong, and Mansu districts with a target year of 2035. The city will promote maintenance projects centered on 39 special maintenance zones. About 400 people attended the briefing including residents of the five target areas, city and district council members, and officials from related organizations. Mayor Yoo presented the vision of 'Global Future City Incheon through Urban Renaissance.'

◆ Specialized Development Strategies Established for Each Zone

The city established specialized development strategies for each zone. The Yeonsu and Seonhak districts will be developed as 'Future Global R Settlement Environment 4.0' based on robot technology. The Guwol district will become a 'SOHO Culture and Arts City' based on arts and culture. The Gyesan district will be developed as a 'Smart Connect City' linking industry, ecology, and transportation axes. The Galsan, Bupyeong, and Bugae districts will transform into a 'Waterfront Nature Community' connecting Gulpo Stream and station areas. The Mansu 1, 2, and 3 districts will be developed as a 'Generational Integration Community' centered on carbon neutrality.

◆ Leading District Applications Start on December 15

The city will systematize maintenance projects by designating 39 special maintenance zones including housing maintenance type, central district maintenance type, and relocation support type. The city will collect citizen opinions through regional resident briefings and begin accepting applications for leading districts starting December 15. The city plans to finalize and announce the 'Aged Planned City Maintenance Master Plan' in the first half of 2026. Mayor Yoo stated, "Aged planned city maintenance is a key task to lead Incheon to become a global top-ten city."
