광명시가 세외수입 체납액 징수 관리를 강화한다. 박승원 광명시장은 17일 세외수입 징수대책 보고회를 열고 체납 관리 방안을 점검했다.
◆ 10월 말 기준 미수납액 136억원
정순욱 부시장 주재로 열린 보고회에는 세외수입 체납액 비중이 큰 7개 부서장이 참석했다. 부서별 징수 현황과 체납 원인 분석, 징수율 제고 방안을 논의했다. 광명시 세외수입 징수액은 10월 말 기준 1천504억원이다. 징수율은 91.5％이며 미수납액은 136억원이다. 과징금·이행강제금·자동차 관련 과태료 등 3개 항목이 전체 체납액의 88.5％를 차지했다.
◆11월 19일 고액 체납자 명단 공개
광명시는 10월부터 두 달간 세외수입 체납액 집중 정리 기간을 운영한다. 압류·공매·차량 영치 등 강도 높은 징수 조치를 시행한다. 지방행정제재·부과금 가운데 1천만원 이상 고액·상습 체납자 명단은 11월 19일 공개한다. 광명시는 2027년 시행하는 지방행정제재·부과금 납부증명서 제도에 대비해 납부자 정보 입력의 정확성과 오류자료 정비를 강화한다. 징수가 어려운 체납액은 정리보류로 분류해 행정 효율을 높인다. 지속적인 재산조회로 사후관리도 강화할 계획이다.
◆"재정 건전성 확보 위해 최선"
정순욱 부시장은 "재정 건전성을 지키기 위해 세외수입의 안정적인 확보가 중요하다"고 말했다. 정 부시장은 "세정과와 부과부서가 긴밀히 협력해 체납액 징수에 최선을 다해 주길 바란다"고 당부했다.

Gwangmyeong City's non-tax revenue collection as of the end of October reached 150.4 billion won. The collection rate stands at 91.5% with uncollected amounts totaling 13.6 billion won. Three categories including penalties, enforcement fines, and vehicle-related fines account for 88.5% of total delinquencies.

Gwangmyeong City operates an intensive collection period for overdue non-tax revenue for two months starting in October. The city implements strong collection measures including seizure, public auction, and vehicle impoundment. Names of high-amount and habitual delinquents owing over 10 million won in local administrative sanctions and charges will be disclosed on November 19. Gwangmyeong City strengthens accuracy of payer information input and error data maintenance in preparation for the local administrative sanctions and charges payment certificate system to be implemented in 2027. Delinquencies difficult to collect are classified as pending settlement to increase administrative efficiency. The city plans to strengthen follow-up management through continuous property inquiries.
◆"Do Our Best to Secure Fiscal Soundness"
Vice Mayor Jeong Soon-wook stated, "Stable securing of non-tax revenue is important for maintaining fiscal soundness." Vice Mayor Jeong requested, "I hope the tax administration division and levy departments cooperate closely to do their best in collecting delinquencies."
