◆4차례 활동 통해 우수사례 벤치마킹
시흥시의회 의원 연구단체 '시민힐링을 위한 치유농업 연구회'가 11월 14일 농업기술센터에서 간담회를 열고 연구 활동 결과를 공유했다. 간담회에는 김찬심·윤석경 의원을 비롯해 농업기술센터 관계자 등 12명이 참석했다. 연구회는 3월부터 11월까지 총 4차례 간담회와 현장 방문, 학습 여행을 진행했다. 서울시·경상북도·충청북도의 우수사례를 벤치마킹하며 치유농업을 농업·복지·보건이 융합된 시민 정신건강 회복형 서비스로 발전시키기 위한 정책을 도출했다.
◆치유농업 지원센터 운영방안 집중 논의
참석자들은 1년간 연구 활동 결과를 공유하고, 내년 완공 예정인 시흥시 치유농업 지원센터의 운영 방안과 향후 사업 추진 방향을 논의했다. 윤석경 의원은 "부서의 적극적인 참여와 의견 제시 덕분에 연구모임을 잘 마무리했다"라며 "치유농업 지원센터는 시흥시민들에게 필요한 시설인 만큼 센터가 원활하게 운영될 수 있도록 노력해달라"라고 말했다. 김찬심 의원은 "치유농업이라는 주제로 시흥시 발전을 위해 고민한 뜻깊은 시간이었다"라며 "연구 결과를 바탕으로 올해 말 완공될 치유농업 지원센터를 내실 있게 운영해달라"라고 강조했다.
◆정책 제언 통해 시정 반영 추진
시 관계자는 "치유농업 기반이 부족했는데 연구모임을 통해 발전 방향을 도출할 수 있었다"라며 "앞으로도 시흥시 치유농업 발전을 위해 의회의 지속적인 관심을 부탁드린다"라고 밝혔다. 연구회는 이날 간담회로 10여 개월간 활동을 마무리했다. 연구회는 치유농업사 양성, 도심 속 치유 농장 조성, 복지·보건과의 연계 강화 등 정책적 제언을 정리해 향후 시정에 반영될 수 있도록 노력할 계획이다.

◆Benchmarking Best Practices Through 4 Activities
The Siheung City Council's research group 'Healing Agriculture Research Association for Citizen Healing' held a meeting at the Agricultural Technology Center on November 14 to share the results of their research activities. Twelve people attended the meeting, including Council Members Kim Chan-sim and Yoon Seok-kyung, as well as officials from the Agricultural Technology Center. The research group conducted a total of four meetings, field visits, and study trips from March to November. They benchmarked best practices from Seoul, Gyeongsangbuk-do, and Chungcheongbuk-do to develop policies aimed at transforming healing agriculture into a citizen mental health recovery service that integrates agriculture, welfare, and health.
◆Intensive Discussion on Support Center Operation Plan
Participants shared the results of a year's research activities and discussed the operation plan and future business directions for the Siheung City Healing Agriculture Support Center scheduled for completion next year. Council Member Yoon Seok-kyung said, "Thanks to the department's active participation and input, we successfully concluded the research group and had a meaningful time seeing, feeling, and learning many things," adding, "Please make active efforts to ensure smooth operation of the center as it is a necessary facility for Siheung citizens." Council Member Kim Chan-sim emphasized, "It was a meaningful time when we united to contemplate Siheung City's development under the theme of healing agriculture despite many events," adding, "Please operate the Healing Agriculture Support Center, scheduled for completion at the end of this year, with substance based on the research results."
◆Promoting Policy Recommendations for City Administration
A city official stated, "We were able to derive development directions by forming and operating the research group when healing agriculture was starting and the foundation was insufficient," adding, "We ask for the council's continued interest in the development of Siheung City's healing agriculture." The research group completed its 10-month activities with this meeting. The research group plans to organize policy recommendations including cultivation of healing agriculture specialists, creation of healing farms in urban areas, and strengthening connections with welfare and health sectors to be reflected in future city administration.
