◆ 광역지자체 유일 장관상 수상
경기도 탄소중립 도민 참여 플랫폼 '기후행동 기회소득'이 기후에너지환경부 주관 '지자체 탄소중립 우수사례' 평가에서 광역지자체 이행성과 부문 1위를 차지했다. 시상식은 17일 여수 소노캄에서 개최됐다. 전국 광역·기초지방자치단체, 탄소중립지원센터, 기업 등 76건 사례 중 경기도만 광역지자체 부문에서 장관상을 수상했다.
◆ 도민 160만 명 플랫폼 운영
경기도 도민 160만 명이 참여하는 '기후행동 기회소득'은 2024년 7월 출시 이후 1년 4개월 만에 가입자 167만 명을 돌파했다. 탄소중립 도민추진단은 25개 시군 134개 노인복지시설에서 어르신 6,464명을 대상으로 총 322회 교육을 진행했다. 60대 이상 가입자는 2024년 12월 10만 821명에서 2025년 9월 30일 기준 23만 5,881명으로 증가했다.
◆ 1년 4개월간 1,015억 원 사회적 가치
경기도사회적경제원 측정 결과 2024년 7월부터 12월 기간 사회적 효과는 온실가스 감축 8만 5,000tCO₂eq에 따른 사회적 비용 절감 91억 원과 환경비용 저감 140억 원, 유류 절감 640억 원, 전력·자원 절감 9억 원, 건강 개선에 따른 의료비 절감 103억 원, 지역화폐를 통한 지역경제 활성화 32억 원이 창출됐다. 총 1,015억 원의 사회적 가치가 발생했으며 이는 2024년 사업비 87억 원의 10배를 초과한다.
변상기 경기도 기후환경정책과장은 "일상 속 기후행동 실천에 따른 실질적 탄소 감축 성과를 기반으로 경제적 보상을 제공하는 인센티브 구조로 도민 자발적 참여가 이루어졌다"며 "다른 지자체 확산과 참여 확대를 통해 탄소중립 사회 전환의 핵심 전략으로 발전할 것을 기대한다"고 말했다.

◆ Only Metropolitan Government Receives Minister's Award
Gyeonggi-do's carbon-neutral citizen participation platform 'Climate Action Opportunity Income' ranked first in the metropolitan government category for carbon-neutral best practices evaluation conducted by the Ministry of Climate Energy and Environment. The awards ceremony was held at Sonokam Yeosu on November 17. Among 76 cases nationwide from metropolitan and basic local governments, carbon-neutral support centers, and enterprises, Gyeonggi-do was the only metropolitan government to receive the minister's award in the performance implementation category.
◆ Platform Operates with 1.6 Million Residents
The 'Climate Action Opportunity Income' platform with 1.6 million Gyeonggi-do residents participating surpassed 1.67 million registered users four months after launching in July 2024. The carbon-neutral citizen promotion group conducted a total of 322 educational sessions targeting 6,464 seniors at 134 senior welfare facilities across 25 cities and counties. Registered users aged 60 and above increased from 108,210 in December 2024 to 235,881 as of September 30, 2025.
◆ 101.5 Billion Won in Social Value Generated Over 16 Months
According to Gyeonggi-do's Social and Economic Research Institute's assessment, the social impact from July to December 2024 generated 91 billion won in social cost savings from greenhouse gas reduction of 85,000 tCO₂eq and 140 billion won in environmental cost reduction, 64 billion won in fuel savings, 900 million won in electricity and resource conservation, 103 billion won in medical cost savings from health improvements, and 32 billion won in regional economic activation through local currency. The total social value generated reached 101.5 billion won, exceeding ten times the project budget of 8.7 billion won in 2024.
Byeon Sang-gi, Director of Climate and Environmental Policy at Gyeonggi-do, stated, "The incentive structure providing economic rewards based on tangible carbon reduction achievements from daily climate action practices has achieved voluntary resident participation. We anticipate the platform will evolve into a core strategy for carbon-neutral social transformation through expanded adoption by other local governments and increased participation."
