수도권매립지 문제해결 범시민운동본부는 10일 성명을 통해 "직매립 금지는 2021년 환경부와 수도권 3개 시·도가 합의한 사회적 약속"이라며 "환경부가 폐기물 처리시설 확충 실패 책임을 회피하는 것도 모자라 정책을 후퇴시키려 한다"고 비판했다. 본부는 "서구 주민들은 30년 넘게 매립지로 인한 악취와 분진 등 환경 피해를 감내해왔다"며 "직매립 금지 유예는 수도권 자원순환 정책을 역행시키고, 4자 합의의 근간을 뒤집는 것"이라고 주장했다. 환경부는 2021년 7월 6일 인천시와 경기도, 서울시 등이 종량제봉투에 담긴 생활폐기물을 선별이나 소각 없이 매립하는 행위를 금지하는 폐기물관리법 시행규칙을 확정해 공포했다. 2026년 1월 1일부터는 생활폐기물을 재활용하거나 소각한 뒤 소각재만 매립이 가능하다.
◆ 김 장관, 소각장 확충 지연 이유로 유예 제안
김 장관은 최근 경기와 서울의 공공 소각장 확충 지연과 민간 소각장 비용 증가 등을 이유로 유 시장에게 수도권매립지 생활폐기물 직매립 금지 제도의 유예를 제안했다. 본부는 환경부가 4자 합의가 이뤄진지 4년여가 지나 뒤늦게 정책 수행 의무를 하지 않는 것을 명백한 직무유기로 규정했다. 본부는 김 장관이 이번 직매립 금지 유예 제안에 대한 공식 입장을 밝히고, 인천 지역 주민과 시민단체와 공개 면담에 나설 것을 촉구했다.
◆ "여야 막론 공동 대응 나서야"
김송원 인천경실련 사무처장은 "인천 지역 국회의원과 지방의회 등은 여야를 막론하고 자원 순환 사회 실현을 위해 환경부의 직매립 금지 조치 유예 시도를 저지하는 등 공동 대응에 나서야 한다"고 말했다. 그는 "인천시는 생활폐기물 감량과 재활용 확대, 민간 소각업체와 협력체계 구축 등의 성과를 공유하는 등 내년부터 수도권매립지의 직매립 금지가 이뤄지도록 지원에 나서야 한다"고 덧붙였다.

He added, "Incheon City should support the implementation of the metropolitan landfill direct landfill ban from next year by sharing achievements such as household waste reduction, expanded recycling, and establishing cooperative systems with private incineration companies."
