◆ 10년 이상 거주자 월 20만 원 지급

옹진군은 서해 5도 주민을 대상으로 매월 지급하는 '정주생활지원금'을 10년 이상 거주한 주민의 경우 2026년 1월부터 2만 원 인상된 금액으로 지급한다고 밝혔다. 10년 이상 거주자는 기존 월 18만 원에서 월 20만 원으로 인상된 지원금을 받게 된다. 2025년 기준 전체 지급 대상자의 약 78%가 이번 인상 혜택을 받을 것으로 예상된다.

◆ 2011년부터 서해 5도 주민 생활 안정 지원

정주생활지원금은 2010년 북한의 연평도 포격 이후 '서해 5도 지원특별법'에 근거해 2011년부터 서해 5도 주민들의 안정적인 생활을 위해 지원되고 있는 제도다. 지급 대상자는 서해 5도에 6개월 이상 주민등록을 두고 월 15일 이상 실제 거주한 주민이다. 최초 지급자는 월 15일까지, 계속 지급자는 매년 1월 20일까지 해당 면사무소에 정주생활지원금 지급 신청을 해야 한다.

◆ "거주기간 관계없이 20만 원 인상 건의할 것"

군 관계자는 "서해 5도 주민들은 반복되는 북한의 도발로 인해 상시적인 긴장과 접경 및 도서 지역이라는 특수한 지리적 여건으로 힘든 생업을 이어가고 있다"며 "주민 생활 안정과 정주여건 개선을 위해 국가의 특별한 지원이 무엇보다 필요한 실정"이라고 말했다. 군 관계자는 "앞으로도 서해 5도 정주생활지원금을 거주기간에 관계없이 20만 원으로 인상해 지급할 수 있도록 중앙부처 및 인천시 등에 적극 건의해 나가겠다"고 밝혔다.

◆ 200,000 won monthly for residents of 10+ years

Ongjin-gun announced it will pay 'Settlement Living Subsidies' to West Sea 5 Islands residents who have lived there for 10 years or more at an increased amount of 20,000 won starting January 2026. Residents of 10 years or more will receive increased subsidies from the previous 180,000 won to 200,000 won monthly. Approximately 78% of all eligible recipients as of 2025 are expected to benefit from this increase.

◆ Supporting West Sea 5 Islands residents' stable living since 2011

The Settlement Living Subsidy is a system that has been supporting the stable living of West Sea 5 Islands residents since 2011, based on the 'Special Act on Support for West Sea 5 Islands' following North Korea's shelling of Yeonpyeong Island in 2010. Eligible recipients are residents who have maintained resident registration in the West Sea 5 Islands for 6 months or more and actually resided there for 15 days or more per month. First-time recipients must apply by the 15th of each month, and continuing recipients must apply by January 20 each year at the relevant township office.

◆ "Will propose 200,000 won increase regardless of residence period"

A county official stated "West Sea 5 Islands residents continue difficult livelihoods under constant tension from repeated North Korean provocations and special geographical conditions as border and island areas. Special national support is most needed to stabilize residents' lives and improve settlement conditions." The official added "We will actively propose to central government ministries and Incheon City to increase and pay the West Sea 5 Islands Settlement Living Subsidy to 200,000 won regardless of residence period."
