◆ 중수청·공소청 10월 출범
78년 만에 검찰청이 폐지된다. 정부는 10월 설치되는 중대범죄수사청(중수청)과 공소청의 역할과 인력 구성 방안을 12일 공개했다. 중수청은 행정안전부, 공소청은 법무부 산하에 각각 설치해 권력을 분산한다. 행안부와 법무부는 26일까지 중수청법과 공소청법 정부안을 입법예고한다.
◆ 중수청 9대 범죄 수사, 3000명 규모
중수청은 부패·경제·공직자·선거·방위사업·대형 참사·마약·내란외환·사이버 범죄 등 9대 중대범죄를 수사한다. 인력은 변호사 자격을 갖춘 수사사법관과 수사관 경력의 전문수사관으로 이원화한다. 총 3000여 명 규모로 5급 이상 전문수사관은 수사사법관으로 전직할 수 있다. 지휘·감독권은 행안부 장관에 뒀다.
◆ 공소청 기소 전담, 2월 국회 제출 목표
공소청은 경찰이나 중수청이 수사한 사건의 공소 제기·유지를 전담한다. 검사의 정치 관여를 차단하기 위해 처벌규정을 신설했다. 윤창렬 국무조정실장은 "2월 초 국회 제출을 목표로 한다"며 "10월 2일 검찰청 폐지에 맞춰 신속히 처리할 것"이라고 밝혔다.

◆ New agencies to launch in October
The Prosecutor's Office will be abolished after 78 years. The government unveiled roles and personnel plans for the Serious Crime Investigation Agency (SCIA) and Prosecution Agency on January 12. The SCIA will be under the Ministry of the Interior and Safety while the Prosecution Agency will be under the Ministry of Justice. Public comments on the bills will be accepted until January 26.
◆ SCIA to investigate 9 crime categories with 3,000 personnel
The SCIA will investigate nine categories of serious crimes: corruption, economic crimes, public official crimes, election crimes, defense industry crimes, major disasters, drugs, treason, and cyber crimes. Personnel will be divided into investigative judicial officers with attorney qualifications and professional investigators. Total scale is approximately 3,000 with transfers between categories possible for grade 5 and above.
◆ Prosecution Agency focuses on indictments, February submission target
The Prosecution Agency will exclusively handle indictment filing and maintenance for cases investigated by police or the SCIA. New punishment provisions were established to prevent prosecutors from political involvement. Minister Yoon Chang-ryeol stated the bills target early February National Assembly submission and swift processing by the October 2 abolition date.
