◆ 중부지방 중심 새벽까지 강설 지속
기상청은 13일 "중부지방을 중심으로 새벽까지 비 또는 눈이 내린다"고 밝혔다. 경기 북부내륙과 강원 내륙·산지에는 많은 눈이 내릴 것으로 예상된다.
예상 적설량은 강원 내륙·산지 3~8cm, 경기 북동부 2~7cm, 경기 북서부·남동부 1~5cm, 충북 중·북부 1~5cm다. 서울·인천·경기 남서부는 1cm 안팎의 눈이 쌓일 전망이다. 대전·세종·충남 내륙은 1~3cm, 경북 북동 산지는 1~3cm의 적설량이 예상된다.
예상 강수량은 경기 북동부 5mm 안팎, 강원 내륙·산지 5mm 안팎, 대전·세종·충남·충북 5mm 미만이다. 서울·인천·경기 남서부는 1mm 안팎, 전북은 1mm 안팎, 울릉도·독도는 5mm 미만의 비가 내릴 것으로 보인다.
◆ 빙판길·강풍 교통안전 각별 주의
기상청은 "눈이 쌓인 지역에서는 빙판길이나 도로 살얼음으로 인한 교통사고와 보행자 안전에 유의해야 한다"고 당부했다.
전국 대부분 지역에서 바람이 순간풍속 시속 55km 안팎으로 강하게 분다. 시설물 관리와 안전사고에 각별한 주의가 필요하다.
기상청은 "전국이 대체로 흐리다가 아침부터 차차 맑아진다"며 "전라권은 오후부터 맑을 것"이라고 예보했다.
◆ 기온 평년보다 낮아...미세먼지 '보통'
13일 아침 최저기온은 -8~5도, 낮 최고기온은 -6~8도로 예상된다. 주요 지역 아침 최저기온은 서울 -4도, 인천 -4도, 수원 -4도, 춘천 -6도, 강릉 -1도, 청주 -2도, 대전 -2도다. 전주 0도, 광주 1도, 대구 1도, 부산 5도, 제주 8도를 기록할 전망이다.
낮 최고기온은 서울 -3도, 인천 -3도, 수원 -2도, 춘천 -3도, 강릉 0도, 청주 0도, 대전 1도로 영하권을 유지한다. 전주 2도, 광주 5도, 대구 4도, 부산 7도, 제주 10도가 예상된다.
당분간 기온은 평년(아침 최저기온 -12~0도, 낮 최고기온 0~8도)보다 낮다. 다만 13일 아침 기온은 평년보다 조금 높을 것으로 보인다.
미세먼지 농도는 전 권역에서 '좋음'~'보통' 수준이다. 충남은 새벽에, 대전·세종·충북·호남권·제주권은 새벽에서 아침 사이에, 대구는 아침에서 오전 사이에 일시적으로 '나쁨' 수준을 보인다.

◆ Snowfall Continues Until Dawn in Central Region
The Korea Meteorological Administration announced on January 13 that "rain or snow will fall in the central region until dawn." Heavy snowfall is expected in northern Gyeonggi inland areas and Gangwon inland and mountainous regions.
Expected snowfall amounts are 3-8cm in Gangwon inland and mountainous areas, 2-7cm in northeastern Gyeonggi, and 1-5cm in northwestern and southeastern Gyeonggi and central-northern Chungbuk. Seoul, Incheon, and southwestern Gyeonggi are forecast to see around 1cm of snow. Daejeon, Sejong, and inland Chungnam expect 1-3cm, while northeastern mountainous areas of Gyeongbuk anticipate 1-3cm.
Expected precipitation is around 5mm in northeastern Gyeonggi and Gangwon inland and mountainous areas, and less than 5mm in Daejeon, Sejong, Chungnam, and Chungbuk. Seoul, Incheon, and southwestern Gyeonggi will see around 1mm, Jeonbuk around 1mm, and Ulleungdo and Dokdo less than 5mm of rain.
◆ Extra Caution Required for Icy Roads and Strong Winds
The KMA advised that "traffic accidents and pedestrian safety should be carefully monitored in areas where snow has accumulated due to icy roads or black ice."
Strong winds with instantaneous speeds of around 55km/h will blow across most regions nationwide. Special attention is needed for facility management and accident prevention.
The KMA forecast that "the entire country will be mostly cloudy but will gradually clear from morning," adding that "the Jeolla region will clear from afternoon."
◆ Temperatures Below Average...Fine Dust 'Moderate'
Morning low temperatures on January 13 are expected to be -8~5°C, with daytime highs of -6~8°C. Morning lows in major cities are Seoul -4°C, Incheon -4°C, Suwon -4°C, Chuncheon -6°C, Gangneung -1°C, Cheongju -2°C, and Daejeon -2°C. Jeonju 0°C, Gwangju 1°C, Daegu 1°C, Busan 5°C, and Jeju 8°C are forecast.
Daytime highs will remain below freezing: Seoul -3°C, Incheon -3°C, Suwon -2°C, Chuncheon -3°C, Gangneung 0°C, Cheongju 0°C, and Daejeon 1°C. Jeonju 2°C, Gwangju 5°C, Daegu 4°C, Busan 7°C, and Jeju 10°C are expected.
Temperatures will remain below average (morning lows -12~0°C, daytime highs 0~8°C) for the time being. However, morning temperatures on January 13 will be slightly higher than average.
Fine dust levels will be 'good' to 'moderate' across all regions. Chungnam in early morning, Daejeon, Sejong, Chungbuk, Honam, and Jeju regions between dawn and morning, and Daegu between morning and late morning will temporarily show 'poor' levels.
