◆ 12개 공공기관 대상 2차 업무점검 실시

송미령 농림축산식품부 장관이 12일 정부세종청사에서 소관 12개 공공기관을 대상으로 2차 업무점검을 실시했다. 점검 대상은 한국마사회, 한국농어촌공사, 한국농수산식품유통공사(aT) 등이다. 이번 점검은 국민에게 기관 업무를 투명하게 공개하기 위해 유튜브 생중계 방식으로 진행됐다. 농식품부는 지난해 12월 15일 대통령 업무보고 직후 1차 점검을 실시했다. 2차 점검에서는 기관별 성과 창출을 위한 구체적인 추진계획과 내부 운영 상황을 집중 점검했다. 기관장 업무 이해도, 운영 투명성, 부정부패 이슈 대응, 근로자 안전관리, 지역경제 공헌도, 대국민 소통 등이 중점 점검 사항으로 다뤄졌다.

◆ 마사회·농어촌공사·aT 주요 보고 내용

마사회는 불법 경마 대응을 위한 인공지능(AI) 탐지시스템 도입, 수사기관 공조체계 강화, 경마시설 안전 강화, 말 산업 경쟁력 및 말 복지 제고 계획 등을 보고했다. 송 장관은 온라인 불법 경마 현황을 정확히 파악하고 관계기관 협업과 제도 개선에 최선을 다해달라고 주문했다. 경북 영천시 조성 중인 경마공원에 대해서는 지역 주민과 세심하게 협의하며 개장 준비에 만전을 기해달라고 강조했다. 농어촌공사는 홍수·가뭄 등 재해 관리체계 강화, 농어촌 재생에너지 확산, 농지 집적화 및 규모화 지원, AI·스마트농업 인프라 확산, 식량안보 강화 방안 등을 보고했다. 송 장관은 중대재해 예방에 공공기관이 솔선수범해야 한다며 농어촌공사 사업장의 안전관리 시스템 개선을 지시했다. aT는 K-푸드 수출 확대와 한식 세계화, 온라인도매시장 활성화, 주요 농산물 수급 안정 방안을 보고했다. 송 장관은 해외지사들이 재외공관 등과 적극 협력해 K-푸드 확산에 기여해야 한다고 강조했다.

◆ "개혁 방향 맞다면 기관장이 주도해야"

송 장관은 "공공기관장부터 새 정부 국정철학, 국정과제에 대한 명확한 인식하에 조직, 업무, 사고방식을 전면적으로 쇄신해야 한다"고 밝혔다. 송 장관은 "부정부패 이슈에 대한 엄정 대응, 투명성 제고, 지역경제 공헌, 대국민 소통 등에 각별한 노력을 통해 확실히 변화된 모습을 보여줘야 한다"고 강조했다. 송 장관은 "개혁은 안팎의 저항이 있을 수 있지만 그 방향이 맞다면 기관장들이 주도적으로 해 나가야 한다"며 "잘못된 부분은 신속히 고치고 잘한 것은 국민들에게 홍보해야 한다"고 말했다. 박순연 농식품부 기획조정실장은 사후브리핑에서 "국정과제가 제대로 추진되고 있는지 더 중점적으로 볼 계획"이라며 "한 달에 한 번 정도로 점검을 할 수 있도록 하겠다"고 밝혔다.

◆ Second inspection targets 12 public institutions

Minister of Agriculture, Food and Rural Affairs Song Mi-ryeong conducted the second round of inspections on 12 public institutions on January 12 at the Sejong Government Complex. The inspection covered the Korea Racing Authority, Korea Rural Community Corporation, and Korea Agro-Fisheries & Food Trade Corporation (aT). The inspection was livestreamed on YouTube to ensure transparency. The ministry conducted the first inspection on December 15, 2025, following the presidential work report. The second inspection focused on specific implementation plans for performance and internal operations. Key inspection areas included agency heads' understanding of duties, operational transparency, anti-corruption measures, worker safety management, contributions to local economies, and public communication.

◆ Key reports from major institutions

The Korea Racing Authority reported plans to introduce AI detection systems to combat illegal horse racing, strengthen cooperation with investigative agencies, enhance racetrack safety, and improve horse industry competitiveness and welfare. Minister Song ordered accurate assessment of online illegal horse racing and efforts to improve interagency cooperation and systems. Regarding the horse racing park under construction in Yeongcheon, North Gyeongsang Province, she emphasized careful consultation with local residents. The Korea Rural Community Corporation reported on strengthening disaster management for floods and droughts, expanding rural renewable energy, supporting farmland consolidation, expanding AI and smart agriculture infrastructure, and strengthening food security. Minister Song instructed improvements to safety management systems at construction sites. aT reported on expanding K-food exports, globalizing Korean cuisine, activating online wholesale markets, and stabilizing supply of major agricultural products.

◆ "Agency heads must lead reform"

Minister Song stated that agency heads must fully reform their organizations, work, and mindsets with clear understanding of the new government's philosophy and agenda. She emphasized that institutions must demonstrate clear changes through strict responses to corruption, enhanced transparency, contributions to local economies, and public communication. Minister Song said "Reform may face internal and external resistance, but if the direction is right, agency heads must lead it. Correct mistakes quickly and promote achievements to the public." Park Soon-yeon, Director of Planning and Coordination at the ministry, announced plans to inspect whether national agenda items are being properly implemented on a monthly basis.
