◆ 혁신사업 대상지 2곳 추가 선정

서울시는 종로구 효제동 관광숙박시설 '어반 플라타너스(Urban Platanus)'와 서초구 양재동 복합개발사업 '네오 플랫폼(Neo-Platform)'이 도시건축디자인 혁신사업 추가 대상지로 선정됐다고 13일 밝혔다. 도시건축디자인 혁신사업은 '성냥갑 아파트 퇴출 2.0'으로 불린다. 창의적이고 혁신적인 건축디자인을 적용하는 건축물에 용적률·건폐율 완화, 신속 행정 지원, 사업 추진 자문 등 혜택을 주는 사업이다.

◆ 어반 플라타너스·네오 플랫폼 주요 특징

어반 플라타너스는 도심 속 단절됐던 저층부 공간을 목(木)구조의 열린 공간으로 새롭게 구성했다. 한국적 곡선을 현대적인 건축 구조로 재해석한 것이 특징이다. 저층부에는 이벤트 광장, 전망 공원, 전시 라운지 등 시민 공유 시설을 조성할 예정이다. 네오 플랫폼은 인공지능(AI) 특구 핵심 거점이다. 첨단 기술과 자연이 어우러진 입체 복합 도시를 구현한다. 저층부에는 인공지능 관련 각종 전시·체험 공간이 상시 운영된다. 주 건물 최상층에는 서울 전역을 한눈에 조망할 수 있는 정원형 실내 전망대가 들어설 계획이다.

◆ 혁신사업 절차 간소화·공공성 관리 강화

성수동 이마트 부지는 현재 공사가 진행 중이다. 압구정동 갤러리아 백화점 부지, 용산 나진상가 부지 등 4개소가 건축위원회 심의를 앞두고 있다. 성수동 삼표레미콘 부지, 관철동 대일화학 사옥 부지, 서초동 코오롱 스포렉스 부지 등 15개 사업 구역이 단계별 절차를 진행 중이다. 서울시는 올해부터 연 1~2회 공모 방식을 수시 접수로 전환했다. 민간 사업자가 자체 사업 일정에 맞춰 유연하게 참여할 수 있도록 했다. 설계 의도가 시공 과정 중 훼손되는 것을 막기 위해 설계자가 공사 전 과정에 참여하는 '설계 의도 구현' 적용을 확대한다. 시민 공유 공간과 입체 녹화 등 특화 요소가 계획대로 조성되도록 사업 시행자, 서울시, 자치구와 협약을 체결한다. 김용학 서울시 미래공간기획관은 "민간의 창의적인 제안이 언제든 정책에 반영될 수 있도록 참여 문턱은 낮추는 한편 혁신적인 디자인이 끝까지 유지될 수 있도록 공공성 관리는 더욱 강화하겠다"고 밝혔다. 김 기획관은 "시민이 일상에서 감성적이고 창의적인 공간을 누릴 수 있는 공간 복지를 실현하고 서울을 세계적인 K-건축 전시장으로 만들겠다"고 말했다.

◆ Two additional sites selected for innovation project

Seoul Metropolitan Government announced on January 13 that the tourist accommodation facility 'Urban Platanus' in Hyoje-dong, Jongno-gu and the mixed-use development project 'Neo-Platform' in Yangjae-dong, Seocho-gu were selected as additional sites for the Urban Architecture Design Innovation Project. The project, dubbed 'Matchbox Apartment Elimination 2.0,' provides benefits such as floor area ratio and building coverage ratio relaxation, expedited administrative support, and project advisory services to buildings that apply creative and innovative architectural designs.

◆ Key features of Urban Platanus and Neo-Platform

Urban Platanus transforms previously disconnected lower-level urban spaces into open areas with wooden structures. It reinterprets Korean curves through modern architectural structures. The lower floors will feature civic shared facilities including an event plaza, observation park, and exhibition lounge. Neo-Platform serves as a core hub for the artificial intelligence special zone. It realizes a three-dimensional mixed-use city where advanced technology and nature harmonize. The lower floors will continuously operate various AI-related exhibition and experience spaces. The top floor of the main building will feature an indoor garden-style observatory overlooking all of Seoul.

◆ Simplified procedures and strengthened public management

The Emart site in Seongsu-dong is currently under construction. Four sites including the Galleria Department Store site in Apgujeong-dong and the Najin Shopping Center site in Yongsan are awaiting Architecture Committee deliberation. Fifteen project areas including the Sampyo Remicon site in Seongsu-dong, Daeil Chemical headquarters site in Gwancheol-dong, and Kolon Sporex site in Seocho-dong are undergoing phased procedures. Starting this year, Seoul converted the annual one to two application periods to rolling admissions. This allows private developers to participate flexibly according to their own project schedules. The city is expanding the application of 'design intent implementation' where designers participate throughout the entire construction process to prevent design intentions from being compromised during construction. Agreements will be signed with project implementers, Seoul Metropolitan Government, and district offices to ensure specialized elements such as civic shared spaces and three-dimensional greening are created as planned. Kim Yong-hak, Seoul's Future Space Planning Officer, stated "We will lower participation barriers so private creative proposals can be reflected in policy at any time, while strengthening public management to maintain innovative designs to the end. We will realize 'spatial welfare' where citizens can enjoy emotional and creative spaces in their daily lives and make Seoul a world-class 'K-Architecture exhibition hall.'"
