서울 시내버스 노조가 2026년 1월 13일 첫차부터 총파업을 시작한다. 서울시와의 임금협상이 결렬되면서 내린 결정이다. 노사는 1월 12일 오전 1시 30분까지 10시간 넘게 마라톤 협상을 진행했으나 합의에 도달하지 못했다.

◆ 협상 결렬 원인

갈등의 핵심은 통상임금에 따른 임금 인상률이다. 노조는 지난해 10월 동아운수 판결을 근거로 12.85%의 임금 인상이 필요하다고 주장하며, 별도로 3%의 추가 인상도 요구하고 있다. 반면, 사측은 이 판결을 따라도 6~7% 수준으로 인상할 수 있다고 판단하고 있다. 서울시는 10%대 인상안을 제안했지만, 노조가 이를 거부했다.

◆ 교통 대란 예상

총파업으로 인해 서울 시내의 교통 대란이 불가피하다. 서울시는 비상 수송대책을 시행하고, 지하철 운행 시간을 연장하여 시민 불편을 최소화할 예정이다. 25개 자치구에서 무료 셔틀버스를 운영하며, 실시간 교통정보를 제공한다. 여장권 서울시 교통실장은 가용 가능한 모든 교통수단을 동원하겠다고 밝혔다.

Seoul City Bus Union Launches General Strike

The Seoul City Bus Union initiates a general strike starting January 13, 2026, from the first bus. The decision follows the collapse of wage negotiations with the Seoul city authorities. After over ten hours of negotiations, the final session ended at 1:30 AM on January 12.

◆ Reason for Negotiation Failure

The core conflict revolves around the wage increase rate based on the standard wages. The union claims a necessary wage increase of 12.85% based on the October 2022 ruling in favor of Dong-A Transportation, along with an additional 3% raise. In contrast, the company estimates an increase of only 6-7% even if they follow the ruling. The Seoul city suggested a 10% increase, which the union rejected.

◆ Anticipated Traffic Chaos

The general strike is expected to cause significant traffic issues across Seoul. The city plans to implement emergency transport measures and extend subway operating hours to minimize public inconvenience. Free shuttle buses will operate in 25 districts, and real-time traffic information will be provided. Yeon Jang-kwon, Head of the Seoul Transportation Office, stated that all available transport resources would be mobilized to mitigate citizen inconvenience.
