◆ 관악구 의료급여 부양비 폐지에 따른 취약계층 지원 강화
관악구(구청장 박준희)는 2026년 1월부터 시행되는 국민기초생활보장제도 의료급여 부양비 폐지에 발맞춰 취약계층의 의료 보장성 확대에 행정력을 집중한다.
의료급여는 생활이 어려운 저소득층의 의료 문제를 국가가 지원하는 공공부조 제도다. 기존 '의료급여 부양비 제도'는 부양의무자가 소득의 일부를 수급권자에 지원하는 것으로 간주해 이를 수급권자의 소득에 산입해왔다.
◆ 부양비 제도 의료 사각지대 주요 원인으로 지목
기존 제도는 실제 부양 여부와 상관없이 부양비가 적용됐다. 이로 인해 의료지원이 절실한 저소득층이 수급 대상에서 제외되는 사각지대 발생의 주요 원인으로 지목돼 왔다.
정부는 그간 부양비 부과 비율을 단계적으로 완화해 왔으며 현재는 10%의 부양비를 적용하고 있다. 2026년부터 부양비 제도가 전면 폐지(현행 10%→0%)됨에 따라 수급권자가 확대될 것으로 기대된다.
◆ 박준희 구청장 "촘촘한 의료 안전망 구축"
박준희 구청장은 "부양비 폐지는 의료 사각지대에 놓여 있던 구민들의 복지를 한층 강화하는 계기가 될 것"이라고 말했다. 박준희 구청장은 "앞으로도 저소득층 구민들이 체감할 수 있는 촘촘한 의료 안전망을 구축하기 위해 최선을 다하겠다"고 밝혔다.
국민기초생활보장제도 의료급여 신청 및 상담은 주소지 관할 동 주민센터 또는 보건복지상담센터(129), 복지로 홈페이지를 통해 할 수 있다.

Gwanak-gu (District Mayor Park Jun-hee) is concentrating administrative efforts on expanding healthcare coverage for vulnerable groups in line with the abolition of medical aid support fees under the National Basic Livelihood Security System starting January 2026.
Medical aid is a public assistance system where the state supports the medical needs of low-income individuals facing financial difficulties. The existing 'medical aid support fee system' considered that obligated supporters provided a portion of their income to benefit recipients and included this in the recipients' income calculation.
◆ Support Fee System Identified as Major Cause of Healthcare Blind Spots
Under the existing system, support fees were applied regardless of actual support provided. This has been identified as a major cause of blind spots where low-income individuals urgently needing medical support were excluded from benefit eligibility.
The government has gradually relaxed the support fee imposition ratio and currently applies a 10% support fee. With the full abolition of the support fee system starting 2026 (from current 10% to 0%), the number of eligible recipients is expected to expand.

District Mayor Park Jun-hee said, "The abolition of support fees will serve as an opportunity to further strengthen welfare for residents who have been in healthcare blind spots." District Mayor Park stated, "We will do our best to build a comprehensive medical safety net that low-income residents can actually feel."
Applications and consultations for medical aid under the National Basic Livelihood Security System can be made through the local dong community center, the Health and Welfare Counseling Center (129), or the Bokjiro website.
