◆ 광명시 41개 돌봄서비스 기관과 업무협약 체결

광명시(시장 박승원)가 올해 돌봄 사각지대 해소를 위해 지역사회 돌봄 안전망을 더욱 강화한다.

광명시는 5일 시청 중회의실에서 관내 한의원, 의원, 요양센터 등 41개 돌봄서비스 기관과 '누구나 돌봄, 함께하는 광명돌봄' 서비스 업무협약을 체결했다.

'누구나 돌봄, 함께하는 광명돌봄'은 가족 돌봄 공백, 제도 미비, 인프라 부족 등으로 기존 돌봄체계의 사각지대에 놓인 시민에게 지역사회에서 필요한 서비스를 지원하는 돌봄 사업이다.

지난해 돌봄사업에 협력한 기관은 23곳이었으나 올해는 41곳으로 확대됐다. 돌봄서비스의 접근성과 안정성이 크게 향상될 것으로 기대된다.

◆ 생활돌봄·식사지원·방문의료 등 6개 분야 서비스 제공

협약에 따라 41개 기관은 생활돌봄, 식사지원, 방문의료 등의 서비스를 제공한다. 광명시는 서비스 제공에 따른 비용을 기관에 지급한다.

구체적으로 일상생활 지원과 외출·병원 동행 등을 제공하는 '생활·동행돌봄' 11곳, 가사·신체 활동 지원 중심의 '생활돌봄' 1곳, 주거환경 점검과 안전 개선을 지원하는 '주거안전' 2곳, 식사 제공 및 안부 확인을 위한 '식사지원' 2곳, 긴급 상황 시 보호를 지원하는 '일시보호' 1곳, 의료 접근성이 낮은 시민을 대상으로 한 방문의료 24곳 등이다.

◆ 방문의료 한의원 10곳→22곳 확대…일반 의원 2곳 신규 참여

방문의료서비스 제공기관이 확대되면서 서비스의 전문성과 선택 폭도 넓어졌다. 지난해에는 방문의료서비스 제공기관 중 일반 의원이 없었으나 올해는 일반 의원 2곳이 새롭게 참여했다. 한의원도 지난해 10곳에서 올해 22곳으로 늘어나 보다 촘촘한 의료 돌봄서비스 제공이 가능해졌다.

광명시는 지난해 10월부터 통합돌봄 체계를 단계적으로 구축해 왔다. 광명시는 지역사회 돌봄의 중요성에 대한 인식 확산을 위해 관계기관·협회와의 간담회와 설명회를 지속적으로 추진해 왔다. 이러한 선제적 준비와 협력 과정이 제공기관 확대와 돌봄 협력체계 강화라는 성과로 이어진 것으로 판단된다.

박승원 광명시장은 "'누구나 돌봄, 함께하는 광명돌봄'은 지역의 다양한 돌봄 자원을 하나의 체계로 엮는 통합돌봄의 핵심"이라고 말했다. 박승원 시장은 "확대된 제공기관과의 협력을 바탕으로 지역 내 돌봄체계를 더욱 강화해 누구도 돌봄에서 소외되지 않는 광명을 만들어가겠다"고 밝혔다.

Gwangmyeong City signed a service agreement for "Care for Everyone, Gwangmyeong Care Together" with 41 care service organizations including Korean medicine clinics, medical clinics, and care centers at the City Hall conference room on January 5.

"Care for Everyone, Gwangmyeong Care Together" is a care program that provides necessary services to citizens in the community who are in blind spots of existing care systems due to family care gaps, institutional deficiencies, and lack of infrastructure.

Partner organizations increased from 23 last year to 41 this year. Care service accessibility and stability are expected to improve significantly.

◆ Services Provided in 6 Areas Including Daily Life Care, Meal Support, and Home Visit Medical Care

Under the agreement, 41 organizations will provide services including daily life care, meal support, and home visit medical care. Gwangmyeong City will pay the costs of service provision to the organizations.

Specifically, there are 11 "daily life and accompaniment care" facilities providing daily life support and accompaniment for outings and hospital visits, 1 "daily life care" facility focused on housework and physical activity support, 2 "residential safety" facilities supporting housing environment inspection and safety improvement, 2 "meal support" facilities for meal provision and welfare checks, 1 "temporary protection" facility supporting protection in emergency situations, and 24 home visit medical facilities for citizens with low medical accessibility.

◆ Home Visit Korean Medicine Clinics Expanded from 10 to 22…2 General Clinics Newly Participating

As home visit medical service providers expanded, the expertise and range of service choices also widened. Last year, there were no general clinics among home visit medical service providers, but 2 general clinics newly participated this year. Korean medicine clinics also increased from 10 last year to 22 this year, enabling more comprehensive medical care services.

Gwangmyeong City has been building an integrated care system in stages since October last year. Gwangmyeong City has continuously held meetings and briefings with related organizations and associations to spread awareness of the importance of community care. This proactive preparation and cooperation process is believed to have led to the achievements of expanding service providers and strengthening the care cooperation system.

Gwangmyeong Mayor Park Seung-won said, "'Care for Everyone, Gwangmyeong Care Together' is the core of integrated care that weaves the region's various care resources into one system." Mayor Park stated, "Based on cooperation with expanded service providers, we will further strengthen the local care system and create a Gwangmyeong where no one is left out of care."
