경기도는 전국 모든 대중교통수단의 교통비 일부를 환급하는 'The 경기패스'에 월 무제한 정액권 기능인 '모두의 카드'가 새해부터 추가된다고 8일 밝혔다.
◆ 모두의 카드 개요
'모두의 카드'는 월 기준금액을 초과해 대중교통을 이용하면 초과 금액을 전액 환급하는 혜택이다. 사실상 월 기준금액으로 대중교통을 무제한 이용할 수 있는 정액권 효과를 가진다.
환급 기준금액은 일반형 6만 2000원, 플러스형 10만 원이다. 성인 기준 일반형은 버스와 지하철을 무제한 이용할 수 있고, 플러스형은 1회 이용요금이 3000원 이상인 광역버스와 GTX 등 고가 교통수단까지 환급이 적용된다.
◆ 자동 환급 시스템
기존 The 경기패스 이용자는 별도 신청 절차 없이 '모두의 카드' 혜택을 받을 수 있다. 시스템이 매월 이용수단 및 금액을 분석해 기존 정률환급(20~53%)과 '모두의 카드(일반형·플러스형)' 중 환급금이 가장 큰 방식을 자동으로 적용한다.
◆ 경기도 추가 혜택
The 경기패스는 국토교통부 K-패스를 기반으로 한 교통비 지원 정책이다. K-패스와 '모두의 카드'가 청년 기준을 1934세로 정한 것과 달리 경기도는 1939세까지 더 넓은 연령층에 청년 추가 혜택을 적용한다.
◆ 연령별 지원 사업
경기도는 6~18세 어린이·청소년에게 연 최대 24만 원 범위 내 교통비를 100% 환급하는 '경기도 어린이 청소년 교통비 지원 사업'을 계속 추진한다. 지난해 10월부터 이천시, 동두천시, 양평군 내 70세 이상 어르신에게 연 최대 36만 원까지 교통비를 환급하는 '경기도 어르신 교통비 지원 시범사업'도 지속한다.
◆ 도지사 발언
김동연 경기도지사는 "The 경기패스는 도민들의 교통비 부담을 덜어드릴 뿐 아니라 자가용 수요를 대중교통으로 전환해 탄소 발생을 줄이는 방식으로 기후위기에 대비하는 정책"이라며 "모두의 카드 혜택이 더해진 만큼 올해도 더 많은 도민이 The 경기패스를 이용할 수 있도록 하겠다"고 밝혔다.
◆ 신청 방법
The 경기패스 이용을 원하는 도민은 K-패스 전용카드를 발급받은 후 K-패스 앱 또는 누리집에서 회원가입을 하면 된다. 어린이·청소년 교통비 지원 사업은 경기교통공사가 운영하는 어린이·청소년 교통비 지원 누리집에서, 어르신 교통비 지원 사업은 읍면동 행정복지센터를 통해 대면 신청할 수 있다.

Gyeonggi Province Adds Unlimited Monthly Pass Feature to 'The Gyeonggi Pass'
System automatically calculates maximum refund; youth benefits extended to age 39
Gyeonggi Province announced on January 8 that 'Modoo's Card,' an unlimited monthly pass feature, will be added to 'The Gyeonggi Pass' transit fare refund program starting this year.
Modoo's Card fully refunds any transit expenses exceeding a monthly base amount, effectively functioning as an unlimited pass. The base amounts are 62,000 won for the standard plan and 100,000 won for the plus plan. The standard plan covers unlimited use of buses and subways, while the plus plan also covers higher-priced transit options such as express buses and GTX trains with fares of 3,000 won or more per trip.
Existing The Gyeonggi Pass users can receive Modoo's Card benefits without additional registration. The system automatically analyzes monthly usage and applies whichever option provides the largest refund, whether the existing percentage-based refund of 20 to 53 percent or the Modoo's Card plans.
The Gyeonggi Pass is a transit fare support policy based on the Ministry of Land, Infrastructure and Transport's K-Pass. While K-Pass and Modoo's Card define youth as ages 19 to 34 for the 30 percent refund benefit, Gyeonggi Province extends youth benefits to residents aged 19 to 39.
The province will continue its children and youth transit fare support program, which provides 100 percent refunds up to 240,000 won annually for those aged 6 to 18. A pilot program providing seniors aged 70 and older in Icheon, Dongducheon, and Yangpyeong with transit fare refunds up to 360,000 won annually, launched in October last year, will also continue.
Governor Kim Dong-yeon stated, "The Gyeonggi Pass not only reduces transit costs for residents but also addresses the climate crisis by shifting demand from private vehicles to public transportation and reducing carbon emissions. With the addition of Modoo's Card benefits, we will ensure more residents can use The Gyeonggi Pass this year."
Residents wishing to use The Gyeonggi Pass can obtain a K-Pass card and register through the K-Pass app or website. Children and youth transit support can be applied for through the Gyeonggi Transport Corporation's website, while senior transit support requires in-person applications at local administrative welfare centers.
