경기도교육청이 학습지원 소프트웨어 도입 시 필요한 학교운영위원회 심의 절차를 간소화하는 법령 개정을 본격 추진한다.

◆ 수도권 교육감 합의

임태희 경기도교육감은 8일 수원 남부청사에서 열린 수도권교육감협의회에서 관련 법 개정을 안건으로 제안해 서울·인천 교육감의 동의를 얻었다. 임 교육감은 시도교육청의 공공 교수학습 플랫폼이 개인정보가 출판사에 축적되는 디지털교과서와 구조적으로 다르다는 점을 설명하며 기술 발전에 맞는 유연한 제도적 뒷받침이 시급하다고 강조했다.

◆ 현장 부담 해소 목적

이번 조치는 학습지원 소프트웨어 도입 과정에서 발생하는 과도한 서류 작업이 교사들의 사기를 저하시킨다는 현장 의견을 반영한 것이다.

◆ 선제적 행정 간소화

도교육청은 법 개정 전이라도 교육정보 통합 플랫폼 '에듀집'에 소프트웨어 체크리스트를 공유해 각 학교가 학운위 심의 안건에 즉시 활용할 수 있도록 행정 절차를 대폭 간소화하기로 했다. 표준화된 심의 양식도 배포해 문서 작성 부담을 최소화할 계획이다.

◆ 향후 계획

도교육청은 대한민국교육감협의회에서 해당 안건이 공식 채택되면 교육부에 정식으로 법 개정을 건의할 방침이다.

임 교육감은 "학교가 행정이 아닌 교육에 집중할 수 있도록 제도를 개선하는 것이 중요하다"며 "현장 부담을 줄이는 실질적인 제도 개선과 법 개정 논의가 이뤄질 수 있도록 적극 추진하겠다"고 밝혔다.

Gyeonggi Education Office Pushes to Simplify Approval Process for Learning Software

Seoul, Incheon superintendents agree to support legislative revision

The Gyeonggi Provincial Office of Education announced on January 8 that it will pursue legislative revisions to simplify school council review procedures required when introducing learning support software.

Gyeonggi Superintendent of Education Lim Tae-hee proposed the legislative amendment at the Metropolitan Superintendents Council meeting held at the Suwon Southern Government Complex and secured agreement from the Seoul and Incheon superintendents. Lim emphasized that public teaching-learning platforms operated by provincial education offices differ structurally from digital textbooks that accumulate personal data with publishers, stressing the urgent need for flexible institutional support matching technological advancement.

The measure responds to concerns from educators that excessive paperwork involved in adopting learning software undermines teacher morale.

Prior to the legislative revision, the education office will share a software checklist on EduZip, its integrated education information platform, enabling schools to immediately utilize it for school council review agenda items. The office also plans to distribute standardized review forms to minimize document preparation burdens.

Once the National Association of Superintendents of Education officially adopts the proposal, the Gyeonggi education office will formally request the Ministry of Education to revise the relevant legislation.

"It is important to improve the system so that schools can focus on education rather than administration," Lim said. "We will actively work to ensure practical institutional improvements and legislative discussions that reduce burdens in the field."
