◆ 민주당, A국장 경찰 고발
감사원의 고양시 정기감사 결과를 두고 고양시와 시의회 더불어민주당이 충돌했다. 시의회 민주당 의원들은 지난달 24일 고양시 A국장을 위계에 의한 공무집행방해 및 허위공문서 작성 혐의로 고양경찰서에 고발했다. 민주당은 "고양시 인사 농단은 시장의 사전 내정과 담당 공무원의 집행으로 이뤄진 치밀한 범죄"라고 주장했다.
◆ 감사원 "627명 심의 없이 탈락"
감사원은 2020년부터 2023년까지 26차례 승진임용에서 승진후보자 627명이 인사위원회 심의 없이 탈락했다고 지적했다. 시장에게 내정되지 않았다는 사유였다. 선순위 후보자 68명도 포함됐다. 감사원은 인사위원회 권한이 침해받아 승진 인사의 공정성을 확보하지 못했다고 판단했다.
◆ 고양시 "정치적 프레임" 반박
신철상 고양시 대변인은 2일 "감사 결과 어디에도 '민선8기 인사 농단'이라는 표현은 없다"고 반박했다. 감사 기간이 민선7기부터 민선8기까지인데 민선8기만 특정하는 것은 정치적 해석이라고 강조했다. 민선7기는 민주당 이재준 시장, 민선8기는 국민의힘 이동환 시장이 재임 중이다.

◆ Democratic Party Files Complaint Against Director A
Goyang City and the Democratic Party in the city council clashed over the Board of Audit and Inspection's regular audit results. Democratic Party council members filed a complaint against Goyang City Director A with Goyang Police Station on November 24. Charges included obstruction of official duties by fraud and falsification of official documents. The Democratic Party claimed "Goyang City's personnel manipulation was a meticulous crime carried out through the mayor's advance designation and execution by responsible officials."
◆ Board of Audit: "627 Candidates Rejected Without Review"
The Board of Audit and Inspection pointed out that 627 promotion candidates were rejected without Personnel Committee review across 26 promotion appointments from 2020 to 2023. The reason was they were not designated by the mayor. This included 68 priority candidates. The Board determined that the Personnel Committee's authority was violated and fairness in promotions was not secured.
◆ Goyang City Refutes "Political Framing"
Shin Cheol-sang, Goyang City spokesperson, refuted on December 2 that "nowhere in the audit results does the expression 'personnel manipulation in the 8th term' exist." He emphasized that specifying only the 8th term is a political interpretation since the audit period spans from the 7th to 8th terms. Mayor Lee Jae-jun of the Democratic Party served in the 7th term. Mayor Lee Dong-hwan of the People Power Party currently serves in the 8th term.
