인천강화교육지원청(교육장 김철규)은 2026학년도부터 강화군 초등학교 공동(일방) 통학구역을 시행한다고 2일 발표했다. 3월 1일 입학 예정자부터 적용되는 이 제도는 학생 본인의 선택으로 작은 학교 입학이 가능하도록 주소이전 요건을 폐지했다.

강화초·합일초·갑룡초·대월초·선원초·길상초 등 6개 대규모 초등학교 통학구역이 공동구역으로 전환된다. 이 학교 배정 예정자는 불은초·삼성초를 포함한 작은 학교 14개 공립학교 중 원하는 학교를 자유로이 선택할 수 있다. 주소이전이라는 행정 절차를 거칠 필요가 없다.
기존 재학생도 3월 1일 이후 최초 1회에 한하여 주소이전 없이 다른 학교로의 전학을 신청할 수 있다.

강화교육지원청은 대규모 학교와 소규모 학교 간 교육격차를 해소하려는 목표로 이 정책을 추진했다. 복식학급 해소와 모둠·협동학습 등 다양한 교육활동 확대를 기대한다. 농촌 지역 교육 활성화를 통해 지역 사회 활력을 도모한다는 방침이다.

Students assigned to these schools can now freely choose from 14 smaller public elementary schools, including Buleun Elementary and Samseong Elementary. The administrative process of changing residence is no longer required.
Current students enrolled in these schools can also apply to transfer to different schools one time after March 1 without changing their residence.
