더불어민주당 박찬대·허종식 의원이 30일 서울 국회의원회관 제1세미나실에서 '인천 연안해역 야간조업(항행) 제한 해제' 정책간담회를 개최했다. 간담회에서 1982년부터 이어진 규제가 법·제도 변화 이후에도 관행처럼 지속된 구조를 정리했다. 참석자들은 현실에 맞는 조정이 필요하다고 목소리를 냈다.

◆ 해수부 "2026년 성어기부터 전면 해제"

해양수산부는 관계기관 협의 결과로 마련된 중재안과 안전관리 조건을 전제로 전면 해제하는 방향을 제시했다. 해수부는 조만간 세부 방안을 확정해 내년 1월 공고를 개정한다. 해수부는 지도선·당직선 배치 계획이 갖춰지는 대로 2026년 성어기(3~6월)부터 전면 해제를 추진한다. 해수부는 월선 방지와 안전 조업을 위해 지도선 1척과 민간 당직선 1척 배치를 원칙으로 한다. 지도선 배치가 어려운 경우 당직선 2척 투입이 가능하도록 운영안의 탄력성을 확보한다. 야간 규제 전면 해제 조건으로 어업인은 구명조끼 상시 착용, 비상연락망 구비, 수협 안전국 교신가입, 해상정보 수시 청취, 기상 악화 시 조업 자제, 긴급상황 시 즉각 복귀 및 통신 응답 등 기본 수칙을 준수해야 한다.

◆ 연간 136억 원 경제 효과 전망

인천시는 노후 기관 대체와 안전 장비 보급 확대를 추진한다. 인천시는 위치발신장치·레이더 반사기 등 사고 예방 장비 지원을 강화할 방침이다. 인천시는 야간조업 허용 시 어선 1척당 평균 약 1.5시간의 조업시간이 늘어날 수 있다고 분석했다. 인천시는 해제 면적을 약 2399㎢로 산정했다. 약 11% 수준의 조업시간 증가율을 적용하면 연간 약 136억 원 규모의 경제 효과가 발생할 것으로 추정했다. 박찬대 의원은 "44년간 굳어진 규제를 풀기 위해 의원실과 각 기관의 긴밀한 협의가 이어졌다"며 "합의된 로드맵이 2026년 공고 개정과 현장 이행으로 차질 없이 이어지도록 관계부처·지자체와 후속 실무협의를 끝까지 챙기겠다"고 밝혔다. 허종식 의원은 "야간조업 여건 개선은 어업인 소득 증대를 넘어 인천 해양경제와 직결된 사안"이라며 "현장에서 실질적으로 작동하는 안전관리 모델을 만들어 규제 완화의 성과가 지속될 수 있도록 뒷받침하겠다"고 강조했다.

◆ Ministry of Oceans: "Full Lifting from 2026 Fishing Season"

The Ministry of Oceans and Fisheries presented a direction for full lifting premised on mediation proposals prepared through consultations with related agencies and safety management conditions. The ministry will finalize detailed plans soon and revise the announcement in January next year. The ministry will promote full lifting from the 2026 peak fishing season (March-June) once patrol boat and watch boat deployment plans are in place. The ministry will deploy one patrol boat and one civilian watch boat as a principle for preventing border crossing and safe fishing. The ministry will secure operational flexibility to allow deployment of two watch boats when patrol boat deployment is difficult. As conditions for full lifting of night regulations, fishermen must comply with basic rules including always wearing life jackets, maintaining emergency contact networks, registering with fisheries cooperative safety stations, regularly listening to maritime information, refraining from fishing during bad weather, and immediately returning and responding to communications during emergencies.

◆ Annual Economic Effect of 13.6 Billion Won Expected

Incheon City will pursue replacement of aging equipment and expansion of safety equipment distribution. Incheon City plans to strengthen support for accident prevention equipment such as location transmitters and radar reflectors. Incheon City analyzed that fishing time per vessel could increase by an average of about 1.5 hours when night fishing is permitted. Incheon City calculated the lifting area at approximately 2,399㎢. Applying an approximately 11% increase rate in fishing time, it estimated an annual economic effect of approximately 13.6 billion won. Lawmaker Park Chan-dae stated, "Close consultations between our office and each agency continued to lift regulations that have been solidified for 44 years," adding, "We will follow through with subsequent working-level consultations with related ministries and local governments to ensure the agreed roadmap leads smoothly to the 2026 announcement revision and field implementation." Lawmaker Heo Jong-sik emphasized, "Improving night fishing conditions is an issue directly connected to Incheon's maritime economy beyond increasing fishermen's income," adding, "We will support creating a safety management model that actually works in the field so that the results of deregulation can continue."
