◆ 우수 지자체 선정, 인천 유일 영예

부평구가 2025년 자활분야 사업 평가에서 우수 지자체로 선정되어 보건복지부 장관 표창을 수상했다. 부평구는 근로빈곤층의 자립 여건 조성 및 역량 강화 공로를 인정받아 인천 10개 군·구 중 유일하게 우수 지자체 자리에 올랐다. 이 같은 표창은 2017년 이후 8년 만의 수상이다.

◆ 자활사업 평가 기준과 부평구의 실적

보건복지부는 자활근로사업, 자산형성 지원사업, 자활기금 활성화, 자활사업 운영을 기준으로 전국 243개 지자체의 실적을 평가했다. 부평구가 받은 높은 평가는 다음과 같다. 공유재산 무상사용 지원(갈산이음터)과 인문학 강의 최초 개설, 자활사업단 2개소 신설 및 자활기업 1개소 창업 지원, 시장진입형 사업단 운영을 통한 매출 증가, 자활사업 참여자를 위한 다양한 복지사업과 지역자활센터의 지역사회 공헌 노력 등이 평가 대상이 됐다.

◆ 향후 자활사업 활성화 계획

부평구 관계자는 "이번 표창 수상은 8년 만의 결과로 의미가 크다"고 설명했다. 부평구는 지역자활센터 2개소와 함께 자활사업 활성화를 통해 참여자들의 생계유지 및 탈수급을 통한 자립을 지원할 계획이다.

◆ Selection as Excellent Local Government, Unique Honor in Incheon

Bupyeong-gu was selected as an excellent local government in the 2025 self-sufficiency sector project evaluation and received a commendation from the Minister of Health and Welfare. Bupyeong-gu was uniquely selected among 10 districts and counties in Incheon, receiving recognition for creating self-reliance conditions for the working poor and enhancing their capabilities. This commendation marks the first recognition in eight years since 2017.

◆ Self-Sufficiency Project Evaluation Criteria and Bupyeong-gu's Performance

The Ministry of Health and Welfare evaluated the performance of 243 local governments nationwide based on self-employment work projects, asset formation support programs, self-sufficiency fund activation, and self-sufficiency project operations. Bupyeong-gu's high evaluation scores resulted from the following achievements: initial establishment of free-use public property support (Gal-san-i-eum-teo) and humanities lectures, establishment of two self-sufficiency business units and support for one self-sufficiency enterprise startup, increased sales through market-entry-type business unit operations, diverse welfare programs for self-sufficiency project participants, and community contribution efforts by the community self-sufficiency center.

◆ Future Plans for Self-Sufficiency Business Activation

An official from Bupyeong-gu stated, "This commendation is significant as it represents the first recognition in eight years." Bupyeong-gu plans to work with two community self-sufficiency centers to promote self-sufficiency business activities and support participants in achieving self-reliance through income maintenance and exit from welfare programs.
