◆ 시정 만족도 75.2% 달성, 경제적 부담 줄이는 정책 주효
수원시정연구원이 발표한 '수원특례시 정책 시민체감 인식조사' 결과 시민 4명 중 3명이 수원시의 행정을 긍정 평가했다. 응답자 75.2%가 "수원시가 일을 잘하고 있다"고 답했다. '보통'은 17.8%, '불만족'은 7.0%로 나타나 시정 신뢰도가 안정적 수준을 유지했다. 케이스탓리서치가 12월 11일부터 17일까지 수원에 거주하는 19세 이상 시민 3355명을 대상으로 조사했다. 시민들이 만족하는 이유는 시의 정책 추진 방향에 공감해서(22.0%)가 가장 많았고, 자신의 삶에 도움되는 정책 많음(21.8%), 시민 소통·경청(17.6%), 빠른 정책 추진력(13.4%) 순이었다.
◆ 무인민원발급기 무료 79.5% 호평, 의료비·교통비 정책 기대감 높아
시민들이 체감한 정책은 일상 속 불편을 줄이거나 경제적 부담을 낮춘 실속형 사업들이었다. 민선 8기 주요 시책 중 '무인민원발급기 수수료 무료' 정책이 79.5%의 지지를 받았다. 수목원 개장·손바닥정원 조성(75.8%), 초중고 운동장·체육관 개방(74.2%), 지역 상권·민생경제 활성화(73.9%) 정책도 좋은 평가를 받았다. 수원시가 2025년 1월부터 시행하는 '새빛생활비 패키지 사업'에 대한 기대감도 높았다. 가장 기대되는 정책은 '대상포진 접종 지원'(79.3%)이었고, '노인 일자리 확대'(76.1%), '출산 지원금 확대'(75.0%), '여성 청소년 생리용품 지원'(74.2%), '사회초년생·청년·어르신·장애인 무상교통'(73.8%) 순이었다. 응답자 78.0%는 "수원시 정책이 자신의 삶을 더 좋게 만드는 데 도움이 될 것"이라고 응답했다.
◆ 격자형 광역철도망 81.8% 공감, 도시 성장 전략 80% 이상 지지
시민들은 도시 중장기 발전을 위한 미래성장 시책으로 '교통'과 '주거'를 핵심으로 봤다. '격자형 광역철도망 구축'(81.8%)과 '노후도시 재개발·재건축 정비'(80.4%)는 80% 이상의 압도적 공감대를 형성했다. '첨단과학 혁신클러스터 조성'(76.9%), '지역대학 연계 캠퍼스타운 조성'(76.2%), '수원형 역세권 고밀도 복합개발'(75.6%) 정책도 고른 지지를 받았다. 김성진 수원정연구원장은 "이번 조사 결과는 시민들이 일상에서 실제로 얼마나 편해졌는가를 시정 평가의 핵심 척도로 삼고 있음을 보여준다"며 "생활밀착형 정책의 체감도를 계속 높여가면서 미래 성장 정책이 시민 개개인 삶과 어떻게 연결되는지 소통하는 노력이 필요하다"고 말했다.

◆ Municipal Trust Reaches 75.2%, Policies Reducing Economic Burden Prove Effective
According to a "Suwon Special Municipality Policy Civic Perception Survey" released by the Suwon Policy Research Institute, three out of four Suwon citizens evaluated the city's administration positively. 75.2% of respondents answered that "Suwon is doing a good job." Responses of "neutral" accounted for 17.8%, while dissatisfaction comprised 7.0%, indicating that municipal trust maintains a stable level. Case Stat Research conducted the survey from December 11 to 17 among 3,355 residents aged 19 and older living in Suwon. Citizens reported satisfaction primarily due to agreement with the city's policy direction (22.0%), followed by policies benefiting personal life (21.8%), citizen communication and listening (17.6%), and rapid policy implementation speed (13.4%).
◆ Free Unmanned Civil Affairs Kiosk Service Receives 79.5% Approval; High Expectations for Medical and Transportation Cost Reduction Policies
The policies citizens experienced were practical projects that reduced daily inconveniences or lowered economic burdens. Among major initiatives of the 8th civil administration, the "Free Service Fee at Unmanned Civil Affairs Kiosks" policy received 79.5% support. Arboretum opening and palm garden creation (75.8%), opening school athletic facilities and gymnasiums (74.2%), and local commercial district and livelihood economy revitalization (73.9%) also received positive evaluations. Citizens showed high expectations for the "Saebbit Living Expense Package Project" launching January 2025. The most anticipated policy was "Herpes Zoster Vaccination Support" (79.3%), followed by "Expansion of Senior Employment" (76.1%), "Expanded Childbirth Support Funds" (75.0%), "Women and Adolescent Menstrual Product Support" (74.2%), and "Free Transportation for New Graduates, Young Adults, Seniors, and Persons with Disabilities" (73.8%). 78.0% of respondents answered that "Suwon's policies will help improve their quality of life."
◆ Grid-Type Metropolitan Railway Network Receives 81.8% Consensus; Urban Growth Strategy Exceeds 80% Support
Citizens identified "transportation" and "housing" as core factors for medium to long-term city development. The "Grid-Type Metropolitan Railway Network Construction" (81.8%) and "Renovation and Reconstruction of Aging Urban Areas" (80.4%) formed overwhelming consensus above 80%. "Advanced Science Innovation Cluster Development" (76.9%), "University-Linked Campus Town Development" (76.2%), and "Suwon-Style Station Area High-Density Mixed-Use Development" (75.6%) also received consistent support. Kim Sung-jin, Director of the Suwon Policy Research Institute, stated: "The survey results demonstrate that citizens use improvements to their daily quality of life as the core measure for evaluating municipal administration. Efforts to continuously increase the tangible impact of livelihood-focused policies while communicating how future growth policies connect to individual citizens' lives remain essential."
