◆ 행안부 평가서 최우수 지방정부 선정
인천시가 행정안전부 주관 '2025년 지방세외수입 운영실적 분석·진단'에서 최우수 지방정부로 선정됐다고 밝혔다. 인천시는 2023년에도 최우수 지방정부로 선정된 바 있다. 행안부는 지방세외수입을 효율적이고 적극적으로 관리하기 위해 매년 전국 243개 지방정부를 대상으로 운영 실태와 관리 성과를 분석·진단해 우수 지방정부를 선정한다.
◆ 광역시 유형 그룹 최우수 평가
올해 평가는 전국 지방정부를 인구 규모와 재정 여건에 따라 14개 유형으로 분류해 진행했다. 세외수입 징수율 등 운영 실적을 중심으로 한 정량평가(100점)에 우수사례 발굴과 기타특별회계 종합관리 여부에 따른 가점(4점)을 합산한 종합점수를 기준으로 선정했다. 인천시는 광역시 유형 그룹에서 최우수 지방정부로 선정돼 기관 표창을 받게 됐다.
◆ 징수율 제고 위한 시책 지속 추진
이태산 인천시 재정기획관은 "앞으로도 지방세외수입 실무 교육과 과목별 맞춤형 컨설팅을 지속 추진하겠다"며 "창의적이고 적극적인 시책을 발굴·확대해 지방세외수입 징수율 제고에 최선을 다하겠다"고 말했다.

◆ Selected as Best Local Government in Ministry Evaluation
Incheon Metropolitan City announced that it was selected as the best local government in the '2025 Local Non-tax Revenue Management Performance Analysis and Diagnosis' hosted by the Ministry of the Interior and Safety. Incheon was also selected as the best local government in 2023. The Ministry of the Interior and Safety selects excellent local governments by analyzing and diagnosing the operational status and management performance of 243 local governments nationwide every year to efficiently and actively manage local non-tax revenue.
◆ Top Evaluation in Metropolitan City Category
This year's evaluation classified local governments nationwide into 14 categories based on population size and fiscal conditions. Selection was based on a comprehensive score combining quantitative evaluation (100 points) focused on operational performance such as non-tax revenue collection rates, plus additional points (4 points) for discovering best practices and comprehensive management of other special accounts. Incheon was selected as the best local government in the metropolitan city category and will receive an institutional commendation.
◆ Continuing Policies to Improve Collection Rates
Lee Tae-san, Incheon's Chief Financial Planning Officer, said, "We will continue to promote practical education on local non-tax revenue and customized consulting by subject. We will do our best to improve local non-tax revenue collection rates by discovering and expanding creative and proactive policies."
