◆ 교육부 국립대 사무국장 파견 재추진

◆ 국립대 27곳 중 13곳 사무국장 공석
기업인 등 민간 전문가를 영입해 대학개혁을 한다는 취지였으나 전국 27개 국립대 중 절반에 육박하는 13곳이 사무국장을 구하지 못해 공석으로 남아 있다. 사무국장을 임용한 대학 가운데서도 3~4곳을 제외하고는 적절한 인재를 구하지 못해 내부 교수를 임용한 사례가 대다수다. 교육부는 이재명 정부의 핵심 교육 국정과제인 서울대 10개 만들기 정책이 본격적으로 추진되는 3월 전까지는 사무국장 파견을 부활시켜야 한다는 입장이다. 현재 공무원 임용을 원천 금지하고 있는 시행령을 개정해 공무원들이 별정직으로 갈 수 있는 길을 열어주는 방식이다.
◆ 서울대 10개 만들기…5년간 4조원 투입
서울대 10개 만들기는 현재 서울대의 40%에 그치는 거점국립대 학생 1인당 교육비를 서울대 수준인 연간 약 6000만원까지 끌어올리는 사업이다. 2030년까지 5년간 추가로 총 4조원 이상의 막대한 예산이 투입되는 만큼 교육부와 국립대의 징검다리 역할이 필요하다는 것이다. 국립대 총장 A 씨는 "특히 지방에 있는 국립대 입장에서는 교육부와 업무 협조가 원활하게 되는 것이 중요한데 국립대 사무국장이 교육부와 대학을 연결해주는 중요한 통로가 되기도 한다"고 말했다. 또 다른 국립대 총장 B 씨도 "교육부 파견 국장이 오면 소통할 수 있는 채널이 생기기 때문에 대학에 이점이 많다"고 말했다. 교육부 관계자는 "서울대 10개 만들기는 조 단위의 예산이 필요한 사업인 만큼 교육부 출신 사무국장이 가교 역할과 감시 역할을 동시에 해주어야 한다"고 말했다.
