시사앤뉴스가 확인한바에 따르면 서울은 2023~2024년 '종이 없는 저탄소 사무실 추진계획' 실적 평가를 통해 2025~2029년 확대 계획을 마련했다. 서울은 2022년 대비 지난해 종이 사용량을 22.3% 감축했으며, 2029년까지 1인당 연간 종이 사용량을 1.2박스(2024년 2.3박스)로 줄이겠다는 목표를 설정했다. 충남 천안시는 2027년까지 종이 사용량 50% 감축을 선언하고 올해 15%(1천730만장), 내년 30%(1천425만장), 2027년 50%(1천17만장)로 연도별 감축량을 세분화했다. 경기도 북부청사는 지난해 4월부터 종이 없는 사무실 시범 운영을 시작해 2025년 상반기 25%, 2026년 상반기 총 50% 감축을 목표로 하고 있다.
◆ 경기도 본청, 연 10% 완만한 감축 검토
경기도 본청은 현재 계획 수립 단계에 머물러 있다. 경기도는 내부 조율을 거쳐 2026~2030년 연 10% 감축, 재생지 5% 확대 정도의 완만한 목표를 검토 중이다. 이는 타 지자체에 비해 느린 속도다. 경기도 관계자는 "실제 업무에 적용 가능한 범위 안에서 목표치를 잡고 있다"며 "추가 절감 가능성이 확인되면 더 줄이는 방향으로 조정할 것"이라고 설명했다. 경기도 북부청사가 50% 감축 목표로 시범 운영 중인 것과 대조적이다.

Seoul reduced paper usage by 22.3% last year compared to 2022 and set a goal to reduce annual paper usage per person to 1.2 boxes (2.3 boxes in 2024) by 2029. Cheonan City in South Chungcheong Province declared a 50% reduction in paper usage by 2027 and detailed annual reduction amounts: 15% this year (17.3 million sheets), 30% next year (14.25 million sheets), and 50% in 2027 (10.17 million sheets). The Gyeonggi Province Northern Office began pilot operation of a paperless office in April last year, targeting 25% reduction in the first half of 2025 and a total 50% reduction in the first half of 2026.
◆ Gyeonggi Main Office Reviews Gradual 10% Annual Reduction
The Gyeonggi Province main office remains in the planning stage. The province is reviewing gradual goals of 10% annual reduction and 5% expansion of recycled paper for 2026-2030 through internal coordination. This is a slower pace compared to other municipalities. A provincial official explained, "We are setting targets within a range applicable to actual work" and "if additional reduction possibilities are confirmed, we will adjust toward further reductions." This contrasts with the Northern Office's pilot operation targeting 50% reduction.
