인천 서구, 수원시 자원순환 정책 벤치마킹...주민참여형 분리배출 강화
인천 서구의회 의원연구단체 「서구 분리수거 정책 연구회」는 11월 17일 수원시를 방문해 자원순환 정책 운영 사례를 벤치마킹했다. 이한종 의원(대표)과 장문정 의원, 유은희 의원 등 연구단체 의원들이 참석했다.
◆ 현장 중심 조사 실시
참석자들은 수원공업고등학교 인근에 설치된 자원순환역에서 품목별 분리배출 구획과 운영 현황을 조사했다. 이어 교동어울림센터 내 '재미샵'을 방문해 폐플라스틱과 병뚜껑 등 생활자원 수거 방식, 지역 커뮤니티 연계 방식을 살펴봤다. 재미샵은 팔달산 마을관리 사회적협동조합이 운영 중이며, 제로웨이스트 제품 판매, 마을 기반 자원순환 활동, 환경 체험 프로그램을 제공한다.
◆ "어린 세대 환경교육이 핵심"
이한종 의원은 "재미샵의 강점은 어린 세대가 직접 환경 문제를 경험하고 분리배출의 중요성을 체감하는 것"이라고 했다. 이 의원은 "단순 홍보를 넘어 아이들이 거부감 없이 자원순환에 참여하는 환경 조성이 무엇보다 중요하다"고 강조했다. 이어 "일본 마이시마 소각장처럼 처리시설을 놀이공간이나 관광지로 설계해 주민들이 자연스럽게 접하도록 하는 것도 중요하다"고 덧붙였다.
◆ 서구형 자원순환 시설 혁신 추진
연구회는 이번 시찰 결과를 바탕으로 세 가지 과제를 추진 중이다. 첫째, 현장 중심의 운영 노하우 축적이다. 둘째, 주민 인식 개선을 위한 교육 프로그램 마련이다. 셋째, 지속가능한 시설 운영을 위한 인력 배치 계획이다. 이 의원은 "서구 내 자원순환 관련 시설도 단순 처리 기능을 넘어 주민 참여 프로그램, 체험공간, 지역경제 연계로 발전시켜 나가겠다"고 밝혔다.

◆ Field-Based Investigation Conducted
Participants investigated waste separation compartments and operational status at the Resource Circulation Station near Suwon Technical High School. They subsequently visited the "Jae:Mi Shop" inside the Gyeongdong Community Center to examine waste plastic and bottle cap collection methods and community linkage strategies. Jae:Mi Shop operates under Paldalsan Village Management Social Cooperative and provides zero-waste product sales, village-based resource recycling activities, and environmental experience programs.
◆ "Environmental Education for Younger Generations Is Key"
Councilor Lee Han-jong stated: "Jae:Mi Shop's strength is that younger generations directly experience environmental issues and feel the importance of waste separation." Councilor Lee emphasized: "Creating an environment where children participate in resource recycling without resistance goes beyond simple promotion and is most important." He added: "It is also important to design waste processing facilities like Japan's Miyashima Incineration Plant as recreational spaces or tourist destinations so residents naturally access them."
◆ Seo-gu Pursues Circular Economy Facility Innovation
The research group is pursuing three objectives based on this field visit. First, accumulation of field-centered operational expertise. Second, development of educational programs for improving resident awareness. Third, human resource allocation plans for sustainable facility operations. Councilor Lee stated: "We will develop Seo-gu's resource recycling facilities beyond simple treatment functions through resident participation programs, experience spaces, and local economy linkages."
