◆ 협소한 구조, 화재 확산 위험 확인
정해권 인천광역시의회 의장(국·연수구1)은 18일 소래포구종합어시장 일대를 현장 점검했다. 정 의장은 박종효 남동구청장, 안광균 소래포구전통어시장 상인회장, 김방호 소래포구종합어시장 상인회장과 함께 시장 내 화재 취약 구역 15개소를 직접 확인했다. 전창성 인천시 소상공인정책과장과 황수연 남동구 생활경제과장도 동행해 안전관리 현황을 함께 검토했다.
현장에서는 시장 골목 폭이 2미터 미만으로 협소하고, 점포 간격이 촘촘해 화재 시 대피 동선과 소방차 진입이 어려운 구조적 문제가 드러났다. 무허가 상점과 불법건축물이 통행 공간을 더욱 좁혀 피해 확산 속도를 높일 수 있다는 평가가 제시됐다. 노후 전기설비와 겨울철 난방기구 사용 증가로 전기 과부하 위험도 상존한다.
◆ 단순 단속으로 해결 불가능... 현대화사업 필수
정해권 의장은 "협소한 시장 구조와 무허가·불법 건축물이 더해져 사고 발생 시 피해가 빠르게 확산될 수 있는 구조"라며 "단순 단속이나 부분 보수만으로는 해결이 어렵고, 중장기적으로 현대화사업을 통한 근본적 개선이 필요하다"고 지적했다.
다만 현대화사업 추진에는 제약이 따른다. 어시장 인근에 위치한 장도포대(문화재)로 인해 고도제한 등 여러 규제가 적용되기 때문이다. 정 의장은 "문화재 보존의 가치와 지역의 안전·발전을 균형 있게 담아내려면 장도포대 이전 여부를 포함한 다양한 대안을 관계기관과 심도 있게 논의해야 한다"고 강조했다.

◆ 전통시장 안전 확보 현장 중심 의정 추진
인천광역시의회는 앞으로 전통시장과 다중이용시설 등 화재 취약 지역을 지속적으로 점검할 계획이다. 정해권 의장은 "전통시장은 시민의 일상과 지역경제가 살아 숨 쉬는 공간인 만큼 안전 확보가 무엇보다 중요하다"며 "현장 점검 결과를 인천시·남동구와 함께 면밀히 검토해 실질적 개선으로 이어지도록 인천광역시의회도 적극 지원하겠다"고 밝혔다.

Incheon Metropolitan Assembly Chairman Jung Hae-kwon (National Assembly District, Gunchuk/Yeonsu-gu) conducted an on-site inspection of the Sorae Integrated Fishing Market area on the 18th. Chairman Jung, accompanied by South Dong-gu District Chief Park Jong-hyo, Sorae Traditional Fishing Market Association Chairman Ahn Kwang-gyun, and Sorae Integrated Fishing Market Association Chairman Kim Bang-ho, directly examined 15 fire-vulnerable zones within the market. Jeon Chang-sung, Director of Small Business Policy at Incheon City, and Hwang Su-yeon, Head of Living Economy Division at South Dong-gu District, also attended to jointly review safety management conditions.
The inspection revealed structural problems: market alley widths measured less than 2 meters, shop intervals remained closely packed, and fire evacuation routes and fire truck access faced serious constraints. Unauthorized shops and illegal structures further narrowed passages, potentially accelerating damage spread rates. Outdated electrical infrastructure and increased winter heating appliance use created persistent electrical overload risks.
◆ Simple Enforcement Insufficient... Modernization Project Essential
Chairman Jung stated, "The combination of narrow market structure and unauthorized/illegal construction creates conditions where accident damage spreads rapidly. Simple enforcement or partial repairs cannot solve this problem, requiring fundamental improvements through a medium to long-term modernization project."
The modernization project, however, faces constraints. Jangdopo Fort (cultural heritage site) located near the market triggers multiple regulations including height restrictions. Chairman Jung emphasized, "To balance cultural heritage preservation with regional safety and development, we must conduct in-depth discussions with relevant agencies regarding various alternatives including Jangdopo Fort relocation."
◆ Traditional Market Safety Secured Through Field-Centered Legislative Activities
The Incheon Metropolitan Assembly plans continuous inspections of traditional markets and multi-use facilities identified as fire-vulnerable areas. Chairman Jung stated, "Traditional markets represent spaces where citizens' daily lives and regional economy breathe, making safety assurance paramount. We will carefully review inspection findings with Incheon City and South Dong-gu District to ensure these translate into tangible improvements, with the Incheon Metropolitan Assembly providing active support."
