◆ 정책토론회 개최
수원특례시(시장 이재준)는 11월 19일 오후 4시 울산광역시 울산전시컨벤션센터 1층에서 '지방소멸 대응을 위한 도시-농촌 상생협력 정책토론회'를 개최한다. 수원시·대한민국시장·군수·구청장협의회·인구감소지역 시장·군수·구청장협의회·봉화군이 공동 주최하고, 한국지방자치학회·국토연구원·한국문화관광연구원·대도시연구원협의회·수원시정연구원이 공동 주관한다. 행정안전부·산업통상자원부·울산광역시·지방시대위원회가 공동 주최하는 '2025 대한민국 지방시대 엑스포'의 공식 콘퍼런스 프로그램으로 진행된다.
◆ 주제 발표 및 패널토론
이재준 시장 개회사로 시작하는 이날 토론회는 주제 발표와 패널토론으로 진행된다. 이차희 국토연구원 부연구위원이 '지방 소멸의 현황과 문제점, 그리고 전망'을 발표하고, 김도영 수원시 정책실장이 '도-농 간 생활 인프라 상생협력, 수원과 봉화의 사례'를, 오형은 지역활성화센터 대표가 '지방 소멸 대응을 위한 도시-농촌 상생협력 제도화 방안'을 각각 발표한다. 이향수 한국지방자치학회장 좌장으로 박중근 행정안전부 균형발전제도과장·조판기 국토연구원 경영부원장·이윤경 한국문화관광연구원 콘텐츠연구본부장·이상범 대한민국시장·군수·구청장협의회 정책실장·오명근 청주시정연구원 연구본부장 등이 패널로 참여한다.
◆ 도시-농촌 상생협력 제도화 방안
토론회는 도시와 농촌의 지속 협력을 위한 법적·제도적 기반 마련을 주요 의제로 다룬다. 발표에서는 ▲'도농상생협력 촉진법'(가칭) 제정 ▲도농상생협력기금 설치 ▲지방소멸대응기금 내 '도농상생계정' 신설 등 구체적 실행 방안을 소개한다. 도시-농촌 상생협력 정책 확산 전략, 제도적 뒷받침 방안, 정부-지방 간 협력체계 구축 방안 등을 논의할 예정이다.
이재준 시장은 "지방 소멸은 농촌만의 문제가 아니라 도시의 지속가능성과 국가의 균형발전을 위협하는 구조적 과제"라며 "이제는 중앙의 지원뿐 아니라 지방 간 상생협력의 구조로 전환해야 한다"고 밝혔다. 이어 "이번 토론회가 지방 소멸을 더 이상 특정 지역의 문제가 아닌 국가의 지속가능성과 균형발전의 핵심 과제로 인식하고, 도시와 농촌이 경쟁이 아닌 협력의 관계로 나아가는 전환점이 되길 바란다"고 말했다.
