민선 8기 경기도가 역점 시행하는 농어촌 기회소득이 31개 시군에 있는 모든 농어민들에게 지급돼야 한다는 주장이 제기됐다. 농어촌 기회소득은 시군 매칭 사업인데, 예산이 부족해 참여를 못하는 시군에 사는 농어민들도 신청할 수 있어야 한다는 것이다.
◆ 올해 25개 시군 참여...19만7천명 수혜
도의회 농정해양위원회는 10일 오전 농수산생명과학국에 대한 행정사무감사를 진행했다. 김미리 의원은 농어촌 기회소득에 대한 설명을 듣고 나서 도내 모든 농어업인에게 지급해야 한다는 의견을 냈다. 농어민 기회소득은 농어민들이 창출하는 사회적 가치를 인정하고 소득을 일부 보전하기 위해 지난해 도입됐다. 지원 대상은 50세 미만 청년농어민과 귀농 및 귀어한지 5년 이내인 귀농어민, 환경농어민이다. 개개인에게 지역화폐로 지급되는데, 청년농어민과 귀농어민, 환경농어민은 월 15만원(연 180만원)이며, 일반 농어민은 월 5만원(연 60만원)이다. 이들 모두 해당 시군에서 1년 이상 또는 경기도에서 2년 이상 거주해야 하며, 농어업외 종합소득은 3천700만원 미만이다. 올해 수원과 용인, 화성 등 25개 시군이 참여 중이며, 당초 수혜자는 21만명이 될 것이라고 추계했는데, 19만7천명으로 줄었다. 농어업경영체 미등록과 농외소득 초과 등의 사유 때문이다.
◆ 총 사업비 1천375억원...화성 71억원 투입
총 사업비는 1천375억9천400만원(도비 687억9천700만원, 시군비 687억9천700만원)이다. 지원 대상자가 가장 많은 화성(2만520명)은 71억2천800만원을 투입 중이다. 김미리 의원은 "참여를 안한 6개 시군은 충분히 보상이 된 것이냐"며 "꼭 시군에서 신청을 받아야 하느냐. 모든 농어민들에게 안내를 하고 신청을 받아야하는데, 중간자인 시군에서 예산이 없다고 안하면 되겠느냐"고 지적했다.
◆ 농수산생명과학국장 "시군 보조사업이라 어쩔 수 없어"
박종민 농수산생명과학국장은 "한 명이라도 필요하면 받아야 하는 게 맞다"면서도 "하지만 이건 시군 보조사업이다 보니 시군에서 참여를 안하면 아쉽지만 어쩔 수 없다"고 답했다.
