인천시의회가 전국에서 유일하게 구속된 의원에게도 월정수당을 지급하는 조례를 개정하려 하지만, 여야 갈등으로 처리가 불투명하다.
◆ 전국 유일 구속 의원에 월 367만 원 지급
인천시의원은 구속되더라도 올해 기준 매달 367만 원의 월정수당을 받을 수 있다. 출석정지 징계를 받아도 최대 567만 원의 세비를 받는다. 인천을 제외한 16개 광역 시·도의회는 모두 의원 구속 시 월정수당 지급을 중단한다. 지난 3월 신충식, 조현영 당시 의원은 구속 후에도 석방 전까지 월정수당을 받았다.
◆ 민주당만 조례 개정안 발의
김명주(민주당·서구6) 의원이 대표발의한 조례안이 20일 의회운영위원회에서 심의된다. 하지만 발의자 명단에 국민의힘 의원은 한 명도 없다. 운영위 11명 중 민주당 5명, 국힘 4명, 무소속 2명이다.
◆ 시민사회 "여야 정쟁 말고 신뢰 회복해야"
인천평화복지연대 관계자는 "시의회가 신뢰 회복을 위해 이 조례안은 반드시 통과돼야 한다"고 말했다.또 다른 인천시민사회단체연대 관계자는 "구속돼 일을 못하는 경우 당연히 의정비 지급이 중단돼야 한다"고 밝혔다.

Former members Shin Chung-sik and Jo Hyun-young received monthly allowances until release after arrest in March.
◆ Only Democratic Party Proposes Ordinance Amendment
The ordinance proposed by Representative Kim Myeong-ju (Democratic Party, Seo-gu 6) will be reviewed by the Steering Committee on the 20th. However, not a single People Power Party member is on the proposer list. Among 11 steering committee members, there are 5 Democratic Party, 4 People Power Party, and 2 independents.
◆ Civil Society "Restore Trust Without Party Politics"
Lee Gwang-ho, Secretary-General of Incheon Peace and Welfare Solidarity, said, "This ordinance must pass for the city council to restore trust." Park In-gyu, Co-Representative of Incheon Civil Society Organization Solidarity, stated, "Payment should naturally be suspended when arrested and unable to work."
