◆ 건조 농산물 206t 밀수입 적발

관세청 인천본부세관은 마늘 173t, 양파 33t 등 중국산 건조 농산물 206t(시가 17억 원)을 밀수입한 업체 대표와 이를 공모한 보세창고 보세사 등 5명을 적발해 관세법 위반 혐의로 검찰에 불구속 송치했다고 4일 밝혔다. 조사 결과 이들은 건조 농산물에 부과되는 고율 관세를 회피하기 위해 냉동 농산물로 위장해 밀수를 시도한 것으로 드러났다. 농산물 수입 시 건조 농산물에 대해서는 마늘 360%, 양파 135% 등 높은 관세율이 적용되는 반면 냉동 농산물에 대해서는 상대적으로 낮은 관세율(마늘, 양파 27%)이 적용된다는 점을 악용했다.

◆ 팔레트 하단에 건조 농산물 숨겨

이들은 팔레트 하단에는 건조 농산물이 들어 있는 상자를 적재하고 상단에만 냉동 농산물이 들어 있는 상자를 적재하는 수법으로 현품 검사를 피하려 한 것으로 나타났다. 특히 보세창고 입·출고 물품 관리를 책임져야 할 보세사가 현품 검사 시 사전에 확인한 냉동 농산물만을 샘플로 제시하는 등 오히려 범행에 깊숙이 가담한 정황도 확인됐다.

◆ 김장철 앞두고 밀수입 우범 품목 집중 관리

인천본부세관 반재현 조사국장은 "마늘, 양파를 포함한 건조 농산물은 높은 관세율이 적용되는 만큼 김장철을 앞두고 밀수입 우범 품목으로 집중 관리해 국내 농가 보호 및 국내 시장 교란 방지를 위해 최선을 다하겠다"고 밝혔다. 반 국장은 "보세창고, 보세운송업, 복합운송주선업(포워딩), 선사 등 관세행정 주변종사자들의 밀수입 범행 개입에 대해서는 엄정히 처벌할 방침"이라고 강조했다.

◆ 206 Tons of Dried Agricultural Products Smuggling Caught

Korea Customs Service Incheon Main Customs announced on the 4th that it caught a company representative who smuggled 206 tons (market value 1.7 billion won) of Chinese dried agricultural products including 173 tons of garlic and 33 tons of onions, along with a bonded warehouse officer and 3 others who conspired in this, totaling 5 people, and sent them to prosecution without detention on charges of violating the Customs Act. Investigation results revealed that they attempted smuggling by disguising dried agricultural products as frozen products to evade high tariffs imposed on dried agricultural products. They exploited the fact that high tariff rates such as 360% for garlic and 135% for onions are applied to dried agricultural products during agricultural product imports, while relatively lower tariff rates (27% for garlic and onions) are applied to frozen agricultural products.

◆ Dried Agricultural Products Hidden at Bottom of Pallets

They were found to have attempted to avoid physical inspection by loading boxes containing dried agricultural products at the bottom of pallets and loading boxes containing frozen agricultural products only at the top. In particular, circumstances were confirmed that the bonded warehouse officer, who should be responsible for managing incoming and outgoing goods at the bonded warehouse, was deeply involved in the crime by presenting only frozen agricultural products confirmed in advance as samples during physical inspection.

◆ Intensive Management of High-Risk Smuggling Items Ahead of Kimchi-Making Season

Incheon Main Customs Investigation Director Ban Jae-hyun stated, "As dried agricultural products including garlic and onions are subject to high tariff rates, we will do our best to protect domestic farms and prevent domestic market disruption by intensively managing them as high-risk smuggling items ahead of the kimchi-making season." Director Ban emphasized, "We will strictly punish involvement in smuggling crimes by customs administration-related workers such as bonded warehouses, bonded transportation businesses, freight forwarding businesses, and shipping companies."
