서울시의회가 3일부터 12월 23일까지 51일간 제333회 정례회를 개최한다.
◆ 63조원 예산안 심의
이번 정례회에서는 행정사무감사, 서울시정 및 교육행정에 관한 질문을 실시하고, 2026년도 서울시 및 서울시교육청 예산안 등 219개 안건을 심의한다. 서울시는 내년도 예산안 51조5060억원, 서울시교육청은 11조4773억원을 각각 제출했다. 최호정 의장은 개회사를 통해 "내년도 예산기조는 석과불식(큰 과실을 다 먹지 않고 남겨 자손에게 복을 준다)"이라며 "민생과 시민 안전에는 과감히 투자하되 필요성과 효율성이 떨어지는 지출은 엄정히 걸러내 미래세대에 빚이 아닌 희망을 물려주겠다"고 밝혔다.
◆ 10·15 부동산 대책 비판
최 의장은 중앙정부의 10·15 부동산 대책을 비판했다. 그는 "정부의 10·15대책은 다수 시민의 불편과 분노를 불러온 유례 없는 혼선의 정책으로 평가받고 있다"며 "정부는 이제라도 서울시와 협의해 잘못된 부분은 조속히 시정해야 한다"고 말했다. 최 의장은 교육청 예산안과 관련해 "내년 세입이 줄어 재정안정화기금까지 쓰겠다고 하면서 인건비 증가율이 4.8%에 달한다"며 "재정이 어려운 상황인 만큼 예산 심의 과정에서 세심하게 검토하겠다"고 했다.
◆ 고교학점제·교원 정치기본권 우려
최 의장은 "고교학점제 시행 등으로 자퇴하는 학생들이 늘고 있다는 이야기가 있다"며 "모든 역량을 동원해 학생들의 삶을 지키는 실질적 대책을 마련해 달라"고 당부했다. 교원 정치기본권 확대와 관련해서는 "정치적 표현의 자유를 논의하기 전에 먼저 학생 보호 장치가 마련되어야 한다"며 "사회적 합의 없이 성급히 완화한다면 교육 현장은 더욱 흔들릴 것"이라고 우려했다. 이번 정례회는 4일부터 17일까지 행정사무감사를 실시하고, 18~21일까지 교섭단체 대표연설 및 시정 질문, 24일~12월 22일까지 예산안 심의를 진행한다.

In this regular session, administrative audits, questions on Seoul city administration and educational administration will be conducted, and 219 agenda items including the 2026 Seoul Metropolitan Government and Seoul Metropolitan Office of Education budget will be reviewed. The Seoul Metropolitan Government submitted a budget of 51 trillion 506 billion won, and the Seoul Metropolitan Office of Education submitted 11 trillion 477.3 billion won for next year. Chairman Choi Ho-jeong stated in his opening remarks, "Next year's budget principle is 'not eating all the big fruit and leaving it for descendants to give blessings,'" adding, "We will invest boldly in people's livelihoods and citizen safety, but strictly filter out spending that lacks necessity and efficiency to pass on hope, not debt, to future generations."
◆ Criticism of October 15 Real Estate Measures
Chairman Choi criticized the central government's October 15 real estate measures. He said, "The government's October 15 measures are evaluated as unprecedented confusing policies that brought inconvenience and anger to many citizens," adding, "The government should now consult with Seoul City and promptly correct what is wrong." Regarding the education office budget, Chairman Choi said, "While saying they will use even the fiscal stabilization fund because next year's revenue is decreasing, the personnel cost increase rate reaches 4.8%," adding, "Given the difficult financial situation, we will carefully review it during the budget deliberation process."
◆ Concerns About High School Credit System and Teachers' Political Rights
Chairman Choi urged, "There are stories that students dropping out are increasing due to the implementation of the high school credit system," adding, "Please mobilize all capabilities to prepare practical measures to protect students' lives." Regarding the expansion of teachers' political basic rights, he expressed concern, saying, "Student protection measures must be prepared first before discussing freedom of political expression," adding, "If this is hastily relaxed without social consensus, the confused education field will be further shaken." This regular session will conduct administrative audits from the 4th to the 17th, negotiating group representative speeches and city administration questions from the 18th to the 21st, and budget deliberations from the 24th to December 22nd.
