경기도의회가 경기도와 도교육청의 내년도 예산안 심의와 행정사무감사 일정에 돌입한다.
◆ 행정사무감사 먼저 진행
경기도의회는 3일 4일부터 다음달 18일까지 제387회 정례회를 연다고 밝혔다. 올해 마지막 회기인 이번 정례회에선 도청과 도교육청을 대상으로 한 행정사무감사가 진행된다. 지방자치법 제49조에 따라 14일 범위 내에서 지방의회는 지방자치단체의 사무에 대한 감사를 할 수 있다. 지난달 29일까지 도의원들이 집행부에 요구한 자료는 6천389개에 달한다. 소관 실국과 산하기관이 많은 경제노동위원회에서 1천85건을, 보건복지위원회에선 956건을 요구한 상황이다. 이번 행정사무감사는 임기 막바지에 접어든 김동연 지사의 도정과 임태희 교육감의 교육행정에 대해 미비점을 지적하고 보완을 요구하는 점에서 의미가 크다.
◆ 21일부터 예산안 심의
21일부터는 각 상임위원회에서 도청과 도교육청의 새해 예산안과 추가경정예산안 심의가 이어진다. 상임위가 심사한 예산안은 도청 예산결산특별위원회와 도교육청 예결특위에서 재차 다뤄진다. 두 예결특위에서 수정이 끝나면 본회의를 통해 최종 확정한다. 경기도의 2026년도 예산안은 39조9천46억 원으로 편성됐다. 이는 올해 본예산 대비 1조1천825억 원 늘어난 규모다. 도교육청의 예산은 22조9천259억 원으로, 올해 23조640억 원보다 1천381억 원 줄었다.
◆ 법정 처리 시한 준수 관심
경기도의회는 이번 임기 내내 예산안을 법정 처리 시한을 지키지 못해 도민의 비판을 받았다. 특히 지난해는 제379회 정례회 때 예산안 심의가 종료되지 않아 두 차례 원포인트 임시회를 개회한 바 있다. 도의회 관계자는 "도의원들의 임기 마지막 행정사무감사와 예산안 심의가 예정돼 있는 만큼, 그 어느 때보다 더 강도 높은 지적과 질의가 이어질 것"이라며 "예산안 법정 처리 시한을 이번엔 지킬 수 있을지도 관심사"라고 밝혔다.

The Provincial Office of Education's budget is 22 trillion 925.9 billion won, which is 138.1 billion won less than this year's 23 trillion 64 billion won.
◆ Interest in Meeting Legal Processing Deadline
The Gyeonggi Provincial Council has been criticized by provincial residents for failing to meet the legal processing deadline for budgets throughout this term. Particularly last year, two one-point extraordinary sessions were held because budget review was not completed during the 379th regular session. A council official stated, "As the last administrative audit and budget review of provincial council members' terms are scheduled, more intense criticism and questions than ever are expected," adding, "Whether the legal processing deadline for the budget can be met this time is also a matter of interest."
