◆ 의원연구단체, 수자원 시설 현장 점검
인천광역시의회 의원연구단체 '인천 환경 정책 연구회(대표의원 이순학)'가 강원특별자치도 양구군과 춘천시의 주요 수자원 관련 시설을 방문했다. 시의회는 3일 이같이 밝혔다.
연구회 소속 의원과 인천녹색환경지원센터, 지역 환경단체 회원 등 50여 명이 참석했다. 이번 현장 방문은 한강 수계상 하류 네트워크 구축 관리 방안을 마련하고 수질 환경 개선책을 모색하기 위해 진행됐다.
◆ 양구 비아댐·통합정수장 견학
연구회는 양구 민통선 이북 민간인통제구역에 위치한 비아댐을 방문했다. 비아댐은 양구군 식수전용저수지로 2024년 6월부터 수원으로 사용되고 있다. 상류에 오염원이 없고 일반인 접근이 통제돼 수질이 유지되고 있다.
양구군통합정수장에서는 비아댐 저수지 원수의 수질 관리 체계를 확인했다. 관계자는 깨끗한 물이 지역민에게 전달되는 과정을 설명했다.

◆ 소양강댐지사에서 물순환 교육
연구회는 춘천시 K-Water 소양강댐지사를 방문해 시설을 견학하고 도시 물순환과 관리에 대한 교육을 받았다. 이순학 의원은 "물 부족은 언제 어디서든 삶을 위협할 수 있다"며 "저수지 물이 가정으로 오는 과정을 살펴보며 기후변화에 따른 도시 수자원 순환 문제를 확인하기 위해 현장 방문을 실시했다"고 말했다. 연구회는 이번 현장 방문을 토대로 인천 지역 하천 네트워크와 수질환경 개선 정책을 마련할 계획이다.

◆ On-site Inspection with 50 Participants
Approximately 50 people participated, including Representative Assemblyman Lee Soon-hak and members of the research association, Incheon Green Environment Support Center, and local environmental groups. This visit aimed to establish management plans for upstream and downstream networks in the Han River water system and seek measures to improve water quality environment. The research association visited Bia Dam located in the civilian control area north of Yanggu-gun civilian control line. Bia Dam has served as a drinking water-only reservoir for Yanggu-gun since June 2024. Water quality remains high as pollution sources are absent upstream and public access is controlled. At Yanggu-gun Integrated Water Purification Plant, they confirmed the water quality management system for raw water from Bia Dam.
◆ Water Circulation Education at Soyang River Dam Branch
The research association visited K-Water Soyang River Dam branch in Chuncheon-si, toured the facility, and received education on urban water circulation and management. Assemblyman Lee Soon-hak said, "Water shortage can threaten lives anytime, anywhere," adding, "We conducted this field visit to examine how water from reservoirs reaches homes and confirm urban water resource circulation issues due to climate change." The research association plans to prepare policies for improving river networks and water quality environment in the Incheon area based on this field visit.
