수원시, 초등 저학년 등하교 동행돌봄 전역 확대
11월 3일부터 시행…중위소득 150% 이하 최대 100만원 지원
수원특례시는 10개 동에서 시범 운영했던 '수원새빛돌봄 초등 저학년 등하교 동행돌봄 서비스'를 11월 3일부터 12월 24일까지 수원시 전역으로 확대 시행한다고 밝혔다.
수원시는 시범 운영에서 시민 만족도와 안전성을 확인했다. 최근 초등학교 주변에서 발생한 아동 유인 시도 사건으로 인한 학부모의 불안감을 해소하기 위해 서비스를 확대하기로 했다.
'동행돌봄 서비스'는 갑작스러운 돌봄 공백으로 자녀 등하교가 어려운 가정을 지원하는 사업이다. 초등 1~2학년 자녀를 둔 가정이 대상이며, 맞벌이 가정이나 기존 돌봄서비스 이용이 어려운 가정도 포함된다.
기준 중위소득 150%(4인 기준 914만6000원) 이하 가구에 연 최대 100만원까지 지원된다. 그 외 가구는 본인 부담으로 이용할 수 있다. 연간 최대 30일까지 신청 가능하며, 이용 요금은 시간당 1만6900원이다.
이번 확대 시행으로 이용 편의성이 개선됐다. 학교 중심이던 이동 지원 범위가 돌봄기관과 교육기관까지 확대됐고, 1일 이용 횟수 제한이 폐지됐다. 운영시간은 평일 오전 8시부터 오후 8시까지로 연장됐다.
서비스를 제공하는 '새빛돌보미'는 해당 동에 거주하는 통장, 지역사회보장협의체 위원, 명예사회복지공무원 등으로 구성된다. 수원시는 제공 인력에 대한 신원조회, 안전교육을 진행했고, 산재보험과 전문직업배상책임보험에 가입해 안전성을 강화했다.
수원시는 보건복지부 사회보장제도 신설 협의를 완료해 제도적 기반을 마련했다. 앞으로 아동 교통안전, 응급처치, 개인정보 보호 등 관련 교육을 지속 확대할 계획이다.
수원시 관계자는 "아이들이 안심하고 등하교할 수 있도록 지역이 함께 돌보는 체계를 마련했다"고 밝혔다.

The 'Accompaniment Care Service' is a project that supports families who have difficulty with their children's commute to and from school due to sudden care gaps. It targets families with children in grades 1-2 of elementary school, including dual-income families and families who have difficulty using existing care services.
Households below 150% of the standard median income (9.146 million won for a four-person household) receive support of up to 1 million won per year. Other households can use it at their own expense. Applications can be made for up to 30 days per year, and the usage fee is 16,900 won per hour.
User convenience has improved with this expansion. The range of transportation support, which was centered on schools, has been expanded to care institutions and educational institutions, and the daily usage limit has been abolished. Operating hours have been extended to weekdays from 8 a.m. to 8 p.m.
'Saebit Care Providers' who provide the service consist of residents who are familiar with local circumstances, such as community leaders, regional social security council members, and honorary social welfare officials residing in the district. Suwon City conducted background checks and safety training for service providers and purchased industrial accident insurance and professional liability insurance to enhance safety.
Suwon City completed consultations with the Ministry of Health and Welfare on establishing a new social security system to prepare an institutional foundation. The city plans to continuously expand related education on child traffic safety, first aid, and personal information protection.
A Suwon City official stated, "We have established a system where the community cares for children together so they can commute to and from school with peace of mind."
