수원특례시(시장 이재준) 감사관이 올해 3분기까지 계약심사와 설계변경 모니터링을 통해 14억 4400만 원의 예산을 절감했다.
수원시는 22일 시·구청, 사업소, 공공기관이 발주한 사업 246건을 계약심사해 14억 2000만 원을 절감했다고 밝혔다. 심사 대상 공사 금액은 총 644억 원 규모다.
수원시는 소규모 공사의 설계변경 28건도 모니터링해 2400만 원을 절감했다. 모니터링 대상 공사 금액은 총 19억 원 규모다.
계약심사는 지방자치단체가 발주하는 사업의 입찰·계약을 위한 기초금액·예정가격, 설계변경 금액의 적정성을 심사·검토하는 제도다. 발주부서가 제시한 원가 산정의 적정성을 검토해 예산 낭비 요인을 사전에 차단한다.
수원시는 시·구청, 사업소 등이 발주하는 사업 중 2억 원 이상 공사, 7000만 원 이상 용역, 2000만 원 이상 물품 구매를 계약심사 의무 대상으로 지정했다. 1억 원 이상 공사의 계약심사는 권장 사항이다.
소규모 공사의 설계변경도 모니터링한다. 계약 금액이 5000만 원 이상 5억 원 미만이고 계약 금액이 10% 이상 증가하는 경우가 대상이다.
수원시 관계자는 "앞으로도 철저하게 계약 심사를 진행해 예산이 낭비되지 않도록 하겠다"며 "건전한 재정 운영으로 사업을 원활하게 추진하겠다"고 말했다.

Contract review is a system that examines and reviews the appropriateness of base amounts, estimated prices for bidding and contracts, and design change amounts for projects ordered by local governments. It reviews the appropriateness of cost calculations presented by ordering departments to prevent budget waste in advance.
Suwon City designated construction projects over 200 million won, services over 70 million won, and goods purchases over 20 million won ordered by city and district offices and business offices as mandatory contract review targets. Contract reviews for construction projects over 100 million won are recommended.
Design changes in small-scale construction are also monitored. The targets are cases where the contract amount is between 50 million won and 500 million won, and the contract amount increases by 10% or more.
