고양시의회 김해련 의원(일산2동·정발산동·중산1·2동)은 21일 제298회 임시회 본회의에서 일산도시재생 뉴딜사업이 사업 지연으로 좌초 위기에 처했다고 지적했다.
일산도시재생 사업은 2018년 국토교통부 도시재생 뉴딜사업으로 선정됐다. 일산서구 일산동 655-21 일원에 총사업비 180억원을 투입해 행복주택 132세대와 보건소, 복합커뮤니티센터 등을 조성하는 사업이다.
이 사업은 2021년 12월 착공했으나 2022년 7월 이동환 시장 취임 이후 3년 넘게 중단됐다.
사업 시행자인 한국토지주택공사(LH)는 2025년 9월 고양시에 △공공 지원금 90억원을 지원해 행복주택과 복합커뮤니티센터를 모두 조성 △행복주택을 취소하고 복합커뮤니티센터만 조성 △전체 사업 취소 중 하나를 선택하라고 통보했다.
전체 사업이 무산될 경우 고양시의 재정 손실 총액은 200억원을 넘을 것으로 예상된다. 국비·도비 99억원 반납과 이자, 매몰 비용 86억원에 대한 소송, 추가 손해배상 등이 포함된다.
김해련 의원은 사업 좌초의 원인으로 두 가지를 지적했다.
첫째, 사업 내용의 중대 변경 요구다. 이동환 시장 취임 후 고양시는 기존 계획의 핵심인 LH 행복주택을 상업시설로 바꾸겠다고 국토부에 계획 변경을 요구했다. 국토부는 행복주택 삭제가 도시재생의 근본 취지를 훼손한다며 반대했다.
둘째, 소극적 행정으로 인한 사업 지연이다. LH는 청년층 공급 비율을 90%까지 확대하는 대안을 제시했지만, 고양시는 "토지 효율성이 떨어진다"며 전면 보류를 결정했다.
김 의원은 "3년 넘게 논쟁만 반복하고 결국 사업은 좌초 위기에 처했다"고 비판했다.
김 의원은 "이동환 시장은 행복주택을 제외하려다 도시재생 사업 전체를 위기에 빠뜨렸다"며 "청년은 행복주택이 필요한데, 수요에 부응하지 못하는 민선 8기의 근시안적 행정이 안타깝다"고 지적했다.
김 의원은 "행복주택은 LH에서 사업비를 부담하고 30년 후에는 고양시로 귀속될 건물"이라며 "30년 후면 시민의 자산이 될 것인데, 왜 생떼를 쓰다가 시민들을 위한 소중한 기회를 날려버리는 것이냐"고 반문했다.
김 의원은 "LH와 협의해 추가 지원금을 통해 행복주택과 복합커뮤니티센터 건립을 진행하거나, 추가 지원금이 어렵다면 복합커뮤니티센터 건립만이라도 빨리 진행해야 한다"고 강조했다.
김 의원은 "또다시 골든타임을 놓치는 일이 없도록 해달라"며 "이제라도 시민의 목소리에 귀 기울이고, 현실적 해결 방안을 모색하기 위한 후속 행정에 적극 나설 때"라고 촉구했다.

Goyang City Council member Kim Hae-ryeon (Ilsan 2-dong, Jeongbalsan-dong, Jungsan 1-2-dong) pointed out on the 21st at the 298th extraordinary session plenary meeting that the Ilsan Urban Regeneration New Deal Project is in crisis due to project delays.
The Ilsan Urban Regeneration Project was selected as a Ministry of Land, Infrastructure and Transport Urban Regeneration New Deal Project in 2018. The project involves investing a total of 18 billion won in the area of 655-21 Ilsan-dong, Ilsan-seo-gu to create 132 happy housing units, a health center, and a complex community center.
The project broke ground in December 2021 but has been suspended for over three years since Mayor Lee Dong-hwan took office in July 2022.
Korea Land and Housing Corporation (LH), the project implementer, notified Goyang City in September 2025 to choose one of three options: △provide 9 billion won in public support to create both happy housing and complex community center △cancel happy housing and create only complex community center △cancel entire project.
If the entire project is canceled, Goyang City's total financial loss is expected to exceed 20 billion won. This includes returning 9.9 billion won in national and provincial funds plus interest, lawsuits over 8.6 billion won in sunk costs, and additional damages.
Councilor Kim Hae-ryeon pointed out two causes of the project crisis.
First, demands for major changes to the project content. After Mayor Lee Dong-hwan took office, Goyang City requested the Ministry of Land, Infrastructure and Transport to change the plan to replace LH happy housing, the core of the existing plan, with commercial facilities. The ministry opposed this, saying the deletion of happy housing would undermine the fundamental purpose of urban regeneration.
Second, project delays due to passive administration. LH proposed alternatives such as expanding the youth supply ratio to 90%, but Goyang City decided to fully suspend it, saying "land efficiency is low."
Councilor Kim criticized, "As a result of maintaining a rigid attitude despite technical solutions, the project has been in crisis after repeating debates for over three years."
Councilor Kim pointed out, "Mayor Lee Dong-hwan put the entire urban regeneration project at risk by trying to exclude happy housing," and "It is unfortunate that the myopic administration of the 8th popular election cannot meet the demand when young people need happy housing."
Councilor Kim stated, "Happy housing is a building where LH bears the project cost and will be귀속 to Goyang City after 30 years," asking "Why throw away this precious opportunity for citizens by being stubborn when it will become a citizen asset in 30 years?"
Councilor Kim emphasized, "We must consult with LH to proceed with the construction of happy housing and complex community center through additional support, or if additional support is difficult, at least proceed quickly with the construction of the complex community center."
Councilor Kim urged, "Do not miss the golden time again," and "It is time to listen to citizens' voices and actively pursue follow-up administration to find realistic solutions."
