◆ 제도 개선 내용

인천광역시(시장 유정복) 상수도사업본부는 신용카드 자동납부를 신청한 달부터 바로 적용할 수 있도록 제도를 개선해 시행했다고 1월 2일 밝혔다. 그동안 신용카드 자동납부는 금융결제원 요구에 따라 신청일과 익월 초 두 차례 카드 유효성 검증 절차를 거쳐야 했다. 이로 인해 자동납부 적용은 익월 23일부터 가능해 신청 당월 요금을 자동납부로 처리하지 못하는 불편이 있었다. 상수도사업본부는 금융결제원과 협의해 관련 업무 지침을 개정하고 자동납부 당월 적용이 가능하도록 행정적·절차적 기반을 마련했다.

◆ 신청 방법 및 기간

2026년 1월부터는 매월 1일에서 23일(납부기준일) 3영업일 전까지 전화(032-120, 미추홀콜센터) 또는 누리집(인천상수도 사이버민원센터)을 통해 신용카드 자동납부를 신청하면 해당 월 청구 수도요금부터 자동납부가 진행된다. 상수도사업본부는 이 신청 기간이 광역지자체 가운데 가장 넓은 수준이라고 설명했다. 익월 자동납부를 원하는 경우에는 기존과 동일하게 매월 1일에서 말일까지 신청할 수 있다.

◆ 요금 감면 혜택

상수도사업본부는 지난해 8월부터 수도요금 자동납부와 전자고지를 동시에 신청한 고객에게 최초 1회 3,000원을 감면하고 있다. 이후 매월 전자고지 이용에 따른 200원 감면 제도도 운영 중이다. 현재까지 67,000명 이상이 감면 혜택을 받았다. 장병현 상수도사업본부장은 "이번 제도개선은 절차적 제약을 해소해 시민 편의를 높였다는 점에서 의미 있는 성과"라며 "자동납부와 전자고지를 통해 요금 감면과 납부 편의를 동시에 누릴 수 있는 만큼 시민들의 적극적인 이용을 바란다"고 말했다.

Incheon Metropolitan City (Mayor Yoo Jeong-bok) Waterworks Headquarters announced on January 2 that it has improved and implemented the system to allow credit card auto-payment to be applied from the month of application. Previously, credit card auto-payment required two card validity verification procedures at the time of application and early the following month as required by the Korea Financial Telecommunications and Clearings Institute. This meant auto-payment could only be applied from the 23rd of the following month, causing inconvenience as the month's water bill could not be processed through auto-payment. The Waterworks Headquarters consulted with the Korea Financial Telecommunications and Clearings Institute to revise related work guidelines and established administrative and procedural foundations for same-month auto-payment application.

◆ Application Method and Period

From January 2026, if you apply for credit card auto-payment by phone (032-120, Michuhol Call Center) or website (Incheon Waterworks Cyber Civil Service Center) from the 1st to 3 business days before the 23rd (payment base date) of each month, auto-payment will proceed from that month's water bill. The Waterworks Headquarters explained that this application period is the widest among metropolitan governments. If you want auto-payment from the following month, you can apply on any date from the 1st to the last day of each month as before.

◆ Fee Discount Benefits

Since August last year, the Waterworks Headquarters has been providing a one-time 3,000 won discount to customers who simultaneously apply for water bill auto-payment and e-billing. A monthly 200 won discount for e-billing use is also in operation. More than 67,000 people have received discount benefits so far. Waterworks Headquarters Director Jang Byeong-hyeon said, "This system improvement is a meaningful achievement in that it enhanced citizen convenience by resolving procedural constraints. As you can enjoy both fee discounts and payment convenience through auto-payment and e-billing, I hope citizens will actively use them."
