◆ 이상훈 의원 주관 13번째 정책토론회 개최
시흥시의회(의장 오인열)가 12월 19일 ABC행복학습타운 지혜관 2층에서 '시흥시 공유킥보드(PM) 안전도시 100분 토론회'를 개최했다. 이번 토론회는 시의회의 열세 번째 정책토론회로 최근 사회적 논란이 되고 있는 공유킥보드 문제에 대한 다양한 의견을 수렴하기 위해 마련됐다. 이상훈 의원이 주관했다.
이상훈 의원은 앞서 제322회 제2차 정례회에서 개인형 이동장치(PM)와 AI CCTV 도입 관련 시정질문을 진행하는 등 이 문제에 지속적인 관심을 기울여왔다. 토론회에서는 이상훈 의원이 좌장을 맡고 김수연 시흥시의회 의원, 양은혜 한국교통안전공단 선임연구원, 이상준 시흥시정연구원 연구위원, 김용희 선문대학교 경영학과 교수, 박홍우 빔 모빌리티코리아 대외협력총괄 등이 토론자로 참여했다.
◆ "시흥형 교통관리체계 구축 필요"…지정주차제 효과 입증
주요 논의 주제는 PM의 미래 혁신성과 규제 필요성, 무면허·청소년 탑승 방지 방안, 시흥형 교통관리체계 구축방향이었다. 김수연 의원은 PM 주차 문제 개선을 위한 '시흥시 개인형 이동장치 이용 및 안전 증진 조례 전부개정조례안' 발의 배경을 설명하며 "실제 이용 데이터와 사고 현황을 정책에 반영하는 것이 시흥형 교통관리체계의 핵심"이라고 강조했다.
양은혜 선임연구원은 교통안전공단의 면허·본인 인증 체계 강화 계획을 밝히며 "지정주차제 도입 시 단기간 내 위험 주차와 민원 감소 효과가 입증된 사례가 있다"고 전했다. 이상준 연구위원은 "시흥시 PM 정책은 구역별 차등 규칙, 주차존 중심 관리, 사업자 책임 강화, 데이터 기반 의사결정 등을 결합한 시스템 재설계가 시급하다"고 진단했다.
◆ "규제와 혁신 균형 필요"…실효성 있는 관리 정책 마련 약속
김용희 교수는 "규제와 행정비용 부담으로 기업 성장이 저해되면 오히려 편법 시장이 확대될 우려가 있다"고 지적했다. 김 교수는 "2030년 550조 원 규모로 예상되는 모빌리티 시장을 대비해 단계적이고 책임 기반의 제도 설계가 필수적"이라고 주장했다. 박홍우 대외협력총괄은 "지정주차제의 성공을 위해서는 충분한 주차 공간 확보가 선행되어야 한다"며 "사업자는 수익을 넘어 공공과 책임을 공유하는 파트너십을 구축해야 한다"고 강조했다.
이상훈 의원은 "이번 자리는 PM 정책 관련 업계의 다양한 목소리를 균형 있게 수렴한 의미 있는 논의의 장이었다"고 평가했다. 이 의원은 "국회에서 관련 법안이 논의 중인 만큼 시흥시도 법령 흐름에 맞춰 실효성 있는 관리 정책을 마련해 나갈 것"이라고 밝혔다.
