◆ 시민 공모 통해 17건 첫 선정…개항 역사·생활사 반영
인천시는 시민의 삶과 기억이 축적된 지역 자산을 체계적으로 보존·관리하고 이를 미래 세대와 공유하기 위해 '인천지역유산'을 최초로 선정했다고 24일 밝혔다. 이번에 선정된 인천지역유산은 배다리 헌책방 골목, 각국 조계지 계단, 신포국제시장, 자장면, 인천아트플랫폼 등 총 17건이다.
개항의 역사와 생활사, 산업·도시 변화의 흐름을 보여주는 기록과 공동체의 기억이 축적된 공간 등이 포함돼 시민 공감도를 높였다는 평가를 받고 있다.
◆ 국가유산 아니지만 역사적·사회문화적 가치 인정
인천지역유산은 국가유산이나 시 지정·등록 문화유산에는 해당되지 않지만 근현대에 형성된 공간·기록·사건 등 인천의 역사적·사회문화적 가치와 시민 공감도를 지닌 유산을 발굴·보존하기 위한 제도다.
이번 첫 선정은 제도 시행의 출발점이라는 점을 고려해 시민 공모를 통해 후보를 발굴했다. 전문기관의 조사·연구와 인천지역유산위원회의 현지조사 및 심의를 거쳐 역사성, 사회문화성, 상징성, 보존현황 등을 종합적으로 고려해 선정됐다.
◆ 인증 표식 설치…단계적 확대 추진
인천시는 인천지역유산으로 선정된 대상에 대해 소유자 및 관리단체의 동의를 거쳐 인증 표식을 제작·설치해 보존에 대한 인식과 자긍심을 높일 계획이다. 향후 시민 참여를 확대하고 지속적인 발굴을 통해 인천지역유산을 단계적으로 확대해 나갈 방침이다.
윤도영 시 문화체육국장은 "인천지역유산은 시민의 기억과 일상이 곧 문화유산이 될 수 있음을 보여주는 제도"라며 "이번 첫 선정을 계기로 지역 정체성을 더욱 공고히 하고 시민과 함께 만들어가는 문화유산 정책을 지속적으로 추진해 나가겠다"고 말했다.

Incheon City announced on December 24 that it selected 'Incheon Regional Heritage' for the first time to systematically preserve and manage regional assets accumulated with citizens' lives and memories and share them with future generations. A total of 17 items were selected as Incheon Regional Heritage, including Baedari Used Bookstore Alley, Foreign Settlement Stairs, Sinpo International Market, Jajangmyeon, and Incheon Art Platform.
The selection is being evaluated as having increased citizen empathy by including records showing the flow of port opening history, daily life history, and industrial and urban changes, as well as spaces where community memories are accumulated.
◆ Not National Heritage but Recognized for Historical and Sociocultural Value
Incheon Regional Heritage is a system to discover and preserve heritage with Incheon's historical and sociocultural value and citizen empathy, such as spaces, records, and events formed in modern and contemporary times, although they do not qualify as national heritage or city-designated/registered cultural heritage.
Considering that this first selection is the starting point of system implementation, candidates were discovered through public contest. Selection was made through comprehensive consideration of historicity, sociocultural significance, symbolism, and preservation status through investigation and research by professional institutions and on-site surveys and deliberations by the Incheon Regional Heritage Committee.
◆ Installing Certification Markers…Pursuing Gradual Expansion
Incheon City plans to produce and install certification markers for items selected as Incheon Regional Heritage with consent from owners and management organizations to raise awareness and pride in preservation. The city plans to gradually expand Incheon Regional Heritage through expanded citizen participation and continuous discovery in the future.
Yoon Do-young, Director of the City's Culture and Sports Bureau, stated, "Incheon Regional Heritage is a system that shows citizens' memories and daily lives can become cultural heritage," adding, "With this first selection as an opportunity, we will further solidify regional identity and continuously pursue cultural heritage policies created together with citizens."
