◆ 재난 공동대응 업무협약 체결

인천부평소방서·인천시설공단·인천교통공사가 17일 인천 부평지하상가에서 재난 예방 및 공동 대응 체계 구축을 위한 업무협약을 체결했다. 이날 '재난안전 및 피해저감 사업 완료설명회 및 공동협력 업무협약식'에는 인천시의회 산업경제위원회 소속 이명규 의원(국·부평구1)과 나상길 의원(무·부평구4)이 참석해 협약의 의미를 강조했다. 이 의원들은 협약이 "문서에 그치지 않고 현장에서 실효성 있게 이행되어야 한다"고 지적했다.

◆ 현장 점검으로 방재시스템 확인

부평지하상가는 하루 유동인구 약 13만 명, 점포 약 1,400개 규모의 밀집시설이다. 협약식 직후 참석자들은 차단막(방화·방연 차단), 수막설비(물 분사 장치), 양압 전실(노약자 임시대피공간) 등 방재시스템을 직접 점검했다. 현장에서는 연막 장비를 활용해 연기 발생 상황을 재현하고 양압 운전 시 연기 유입 차단 여부를 검증했다. 이명규 의원은 "지하공간은 한 번 사고가 나면 대피 동선이 복잡하고 연기 확산 속도가 빨라 초기 대응이 무엇보다 중요하다"고 강조했다.

◆ 관리체계 정립 통해 시민 안전 확보

두 의원은 "설비 구축만으로는 시민의 불안이 해소되지 않는다"며 "정기 점검과 반복 훈련이 함께 이루어질 때 비로소 안전이 상시 작동한다"고 말했다. 나상길 의원은 "설치 이후 어떻게 관리·운영하느냐가 시민 안전을 좌우한다"며 "무인 시간대·혼잡 시간대 등 다양한 조건에서 운영·통제 기준이 명확해야 한다"고 덧붙였다. 협약 이행 상황은 시의회가 지속적으로 점검할 예정이다.

Council Member Lee Myeong-gyu stressed, "In underground spaces, once an accident occurs, evacuation routes become complex and smoke spreads rapidly, making initial response absolutely critical."

◆ Ensuring Public Safety Through Management System Establishment

Both council members stated, "Equipment installation alone cannot resolve public concerns," and "Only when periodic inspections and repeated drills are conducted together does safety truly operate continuously." Council Member Na Sang-gil said, "How management and operation proceed following installation determines public safety," and added that "operating and control standards must be clear under various conditions, including unmanned hours and congested times." The city council plans to continuously monitor the implementation of the cooperation agreement.
