◆ 고양특례시(시장 이동환)는 16일 빛마루방송지원센터에서 '2025년 고양시 평생학습 포럼(GLLF 2025)'을 개최했다. 이번 포럼은 평생학습을 도시 경쟁력의 핵심 전략으로 재정의하는 방향을 제시했다. 전국 평생학습 전문가와 관계 공무원, 시민 등 100여 명이 참석했다.
◆ 기조강연을 진행한 이희수 중앙대학교 교수는 기술혁신과 인구구조 변화 속에서 시민 학습력이 도시의 생존 전략이 되어야 한다고 강조했다. 주제 발표에서는 대학과 지자체 협력을 통한 평생학습 혁신, 30~50대 생애도약기 중심 학습 전략, 인공지능(AI) 기반 평생학습을 통한 디지털 포용 등 고양시 평생학습 정책의 주요 방향이 논의됐다.
◆ 종합토론에서는 평생학습을 행정 중심의 정책에서 시민이 선택할 수 있는 삶의 경로로 전환해야 한다는 데 참석자들이 공감했다. 시 관계자는 "지속가능한 도시는 어떤 위기에도 시민이 배움을 통해 회복할 수 있는 회복력을 갖춘 도시"라며 "생존형 리터러시와 대학 연계 혁신 전략을 평생학습 정책에 반영하겠다"고 밝혔다. 아울러 포럼과 함께 열린 전시 '고양시 평생학습도시 데이터로 말하다'는 2020~2025년 평생학습 성과관리체계를 공개해 정책의 체계성과 신뢰도를 높였다.

In the themed presentations, major directions of Goyang City's lifelong learning policy were discussed, including innovation in lifelong learning through university-local government cooperation, life-leap centered learning strategies for people in their 30s to 50s, and digital inclusion through AI-based lifelong learning.
◆ In the comprehensive discussion, participants reached consensus that lifelong learning should shift from an administration-centered policy to a life path that citizens can choose. A city official stated, "A sustainable city is one with resilience that enables citizens to recover through learning in any crisis," adding "We will reflect survival-type literacy and university-linked innovation strategies in lifelong learning policies." The exhibition 'Speaking through Data: Goyang City's Lifelong Learning City,' held alongside the forum, disclosed the lifelong learning performance management system from 2020 to 2025, enhancing policy systematicity and credibility.
