◆ 제도개선 방안 발표

외교부와 코이카(KOICA·한국국제협력단)가 16일 '코이카 무상원조 통합 플랫폼화 강화 방안'과 '코이카 책무성 강화 방안'으로 구성된 코이카 제도개선 방안을 발표했다. 이는 외교부와 코이카가 올해 9월 2일부터 가동해 온 '코이카 제도개선 태스크포스(TF)'에서 도출한 내용을 바탕으로 시민사회 및 국회와 소통하고 의견을 반영한 결과다. TF는 '통합적 무상원조 체계 구축과 가시적·효과적 ODA 확립'이라는 국정과제 이행을 위해 코이카가 무상원조 통합 플랫폼으로 기능할 수 있도록 역할을 재정립해야 한다는 인식에서 출발했다. 3개월여간 김진아 외교부 제2차관과 장원삼 코이카 이사장이 참석하는 2차례의 고위급 회의와 5회의 실무급 회의 및 수시 업무협의를 추진해왔다.

◆ 주요 개선 내용

그동안 우리나라 무상원조 체계의 주요 도전과제로 다양한 정부부처, 공공기관, 지방자치단체 등이 ODA 사업을 산발적으로 수행하는 '분절화' 문제가 대두돼왔다. 이번 TF에서 도출된 개선 방안에는 코이카의 '공공협력사업'과 '인재양성 단일 플랫폼(IEM-CIAT)' 등 통합사업 제도를 강화하고, 코이카 프로그램 등 대형사업의 단일 성과관리체계를 도입하는 내용이 포함됐다. 외교부와 코이카는 사업 투명성·공정성 제고와 함께 무상원조 통합 플랫폼으로서의 코이카 역할에 걸맞은 수준의 책무성 강화가 필요하다는 인식에 따라 책무성 강화 방안도 마련했다. 사업 예비조사 기간 연장 및 내실화, 사업 개시연도에 사업계획변경 요건 강화, 평가 환류 매뉴얼 개선 등 코이카의 사업 전 주기에 걸친 책무성 강화 방안이 추진된다.

◆ 조직 운영 및 향후 계획

코이카는 조직 운영 차원에서도 책무성을 확보하기 위한 노력을 지속한다. '청렴 옴부즈만' 운영을 통한 윤리준법 경영 내재화, 퇴직자 입찰 참여에 대한 심사 강화, 상위 법령과 코이카 규정 간의 정합성 확보 등을 추진한다. 외교부와 코이카는 향후 코이카의 통합 플랫폼 기능 강화 노력을 지속해 나갈 계획이다. 코이카의 책무성 강화를 모범사례로 해 전 무상원조 시행기관에 확대 적용 가능한 '무상원조 책무성 모델'을 수립하는 등 공정하고 투명한 ODA 확립에 선도적으로 기여해 나갈 예정이다.

◆ Institutional Improvement Plan Announced

The Ministry of Foreign Affairs and KOICA (Korea International Cooperation Agency) announced the KOICA institutional improvement plan consisting of 'KOICA Grant Aid Integrated Platform Strengthening Plan' and 'KOICA Accountability Strengthening Plan' on the 16th. This is the result of communicating with civil society and the National Assembly and reflecting their opinions based on the contents derived from the 'KOICA Institutional Improvement Task Force (TF)' that the Ministry of Foreign Affairs and KOICA have been operating since September 2. The TF started from the recognition that KOICA, Korea's only ODA-dedicated agency, needs to redefine its role to function as an integrated grant aid platform to implement the national task of 'establishing an integrated grant aid system and visible and effective ODA.' Over three months, two high-level meetings attended by Second Vice Minister of Foreign Affairs Kim Jin-ah and KOICA President Jang Won-sam, five working-level meetings, and regular business consultations were conducted.

◆ Major Improvement Contents

The 'fragmentation' problem, where various government ministries, public institutions, and local governments sporadically implement ODA projects, has emerged as a major challenge in Korea's grant aid system. The improvement plan derived from this TF includes strengthening integrated project systems such as KOICA's 'Public Cooperation Projects' and 'Talent Development Single Platform (IEM-CIAT),' and introducing a single performance management system for large projects such as KOICA programs. The Ministry of Foreign Affairs and KOICA also prepared accountability strengthening measures based on the recognition that accountability strengthening befitting KOICA's role as an integrated grant aid platform is necessary along with efforts to improve project transparency and fairness. Accountability strengthening measures across KOICA's entire project cycle are being promoted, including extending and substantiating preliminary survey periods, strengthening project plan change requirements in the project commencement year, and improving evaluation feedback manuals.

◆ Organizational Operation and Future Plans

KOICA continues efforts to secure accountability at the organizational operation level. The agency will promote internalizing ethical and compliance management through 'Integrity Ombudsman' operation, strengthening screening of retirees' bid participation, and ensuring consistency between higher laws and KOICA regulations. The Ministry of Foreign Affairs and KOICA plan to continue efforts to strengthen KOICA's integrated platform function. They plan to lead in establishing fair and transparent ODA by establishing a 'Grant Aid Accountability Model' that can be expanded and applied to all grant aid implementing agencies, using KOICA's accountability strengthening as a best practice.
