인천지역 고등학교 등에 폭발물 설치 협박 글을 인터넷에 여러 차례 올린 10대 고등학생이 구속 상태로 재판에 넘겨졌다. 인천지검 형사6부는 16일 공중협박, 위계에 의한 공무집행방해 혐의로 A(10대)군을 구속 기소했다고 밝혔다. 검찰은 "A군은 단순 재미 또는 휴교를 목적으로 반복해 범행했고, 괴롭힘 목적으로 특정인의 인적사항까지 이용했다"고 설명했다. 검찰은 "A군이 소년이지만 경찰, 구청, 군, 소방당국의 행정력이 낭비된 점 등을 고려해 구속 기소했다"고 밝혔다.

A군은 지난 10월 13일부터 21일까지 119안전신고센터 누리집에 자신이 재학 중인 서구 대인고등학교에 대한 폭발물 설치 협박 글을 7차례 게시한 혐의를 받고 있다. 경찰 조사 과정에서 A군이 지난 9월부터 10월 사이 경기 광주시 소재 중고등학교와 철도역 등 5곳, 충남 아산시 소재 고등학교, 광주광역시 소재 중학교를 대상으로 폭발물 설치 협박 글을 7차례 더 올린 여죄도 드러났다. A군은 범행 후 "4일 동안 헛수고 치느라 수고 많았다"거나 "VPN을 다섯 번 사용해 IP를 우회하니까 아무것도 못하죠"라며 경찰을 조롱했다. A군의 범행으로 경찰과 소방당국은 현장 수색 작업을 벌였고, 학교 측은 임시 휴업을 결정하고 학생들을 귀가시켰다. A군은 "제3자가 협박 글을 올린 것"이라며 혐의를 모두 부인하고 있다.

◆ 향후 조치

검찰 관계자는 "앞으로도 불특정 다수에게 불안감을 일으키는 공중협박 범죄에 대해 엄정히 대응하겠다"고 말했다. 경찰은 A군을 상대로 학교, 경찰 등 공공기관의 대규모 대응 조치로 발생한 사회적 비용 등에 대해 민사상 손해배상 청구 소송을 제기할 방침이다.

After committing the crimes, A mocked police saying, "You worked hard doing useless work for 4 days" and "You can't do anything since I bypassed the IP using VPN five times." Due to A's crimes, police and fire authorities had to conduct on-site search operations, and schools decided on temporary closures and sent students home. A is denying all charges, claiming "A third party posted the threat messages."

◆ Future Measures

A prosecution official said, "We will continue to respond strictly to public intimidation crimes that cause anxiety to the general public." Police plan to file a civil damages lawsuit against A for social costs incurred from large-scale response measures by public institutions such as schools and police.
