인천연구원이 재정투자사업 중 조건부 추진으로 의결된 사업의 관리 강화를 위해 사후평가 체계 개선을 제시했다.

인천연구원은 2025년 기획연구과제로 수행한 '재정사업 관리 강화를 위한 투자심사 사후평가 수행 방안' 연구 결과를 발표했다.

최근 3년간 투자심사에 의뢰된 사업 중 조건부 추진으로 의결된 사업이 70%에 달했다. 이들 사업은 투자심사위원회가 제시한 조건을 이행한 후 추진되도록 규정되어 있다.

문제는 조건 이행 여부를 체계적으로 추적하지 못했다는 점이다. 인천연구원은 지방자치단체가 연 1회 필수로 수행하는 사후평가를 통해 조건 이행 상황을 정기적으로 점검할 필요가 있다고 지적했다.

연구팀은 투자심사위원회의 조건부 의견을 키워드 분석해 주요 지적사항을 정리했다. 또한 투자심사 담당 전문가와 공무원 설문조사를 통해 점검해야 할 항목을 도출했다.

인천연구원은 단기간 확인 가능한 지표(예산반영률)와 장기간 검토 필요한 지표(조건 이행률)를 모두 사후평가 항목으로 포함할 것을 제안했다. 이를 위해 투자심사 담당 재정부서, 예산부서, 공공투자관리센터 간 역할 분담을 명시했다.

인천연구원 공공투자관리센터 박찬운 연구위원은 "사후평가는 투자심사를 통과한 사업이 문제없이 진행되도록 지원하는 관점에서 수행되어야 한다"고 말했다. 그는 이어 "인천시는 재정 악영향을 사전에 방지하기 위해 투자심사사업 사후평가에 세심한 관심을 기울여야 한다"고 덧붙였다.

The Incheon Institute of Research released research findings from its 2025 planning research project titled "Methods for Implementing Post-Evaluation of Investment Review to Strengthen Fiscal Project Management."

Over the past three years, 70 percent of projects submitted for investment review were approved with conditions. These projects are required to proceed only after the Investment Review Committee's specified conditions are fulfilled.

The problem lies in the inability to systematically track whether conditions have been met. The Incheon Institute of Research indicated the need to regularly monitor condition compliance status through post-evaluations that local governments must conduct once annually.

The research team analyzed keyword patterns in the Investment Review Committee's conditional opinions and compiled major points of concern. Additionally, through surveys of investment review experts and civil servants, the team identified items requiring examination.

The Incheon Institute of Research proposed including both quantifiable indicators verifiable in short term (budget reflection rates) and indicators requiring long-term review (condition compliance rates) in post-evaluation items. To this end, the institute specified role-sharing among finance departments handling investment review, budget departments, and the Public Investment Management Center.

Park Chan-woon, Research Fellow at the Public Investment Management Center of the Incheon Institute of Research, stated: "Post-evaluation should be conducted from the perspective of supporting investment review-approved projects to proceed without issues." He added, "Incheon city must pay careful attention to post-evaluation of investment review projects to prevent negative fiscal impacts in advance."
