◆ 전국 단위 공공 홍보 콘텐츠 경연서 대상 영예

광명시(시장 박승원)는 21일 국회의원회관에서 열린 '제2회 지자체 혁신발전 포럼 및 대한민국 지자체 홍보대상'에서 정책·행정 혁신 분야 대상을 수상했다. 선도적 기후 대응 정책을 뛰어난 홍보 영상으로 담아낸 광명시가 전국적인 인정을 받았다.

'대한민국 지자체 홍보대상'은 전국 지방정부의 정책·비전·지역 자원을 영상 콘텐츠로 표현한 우수 사례를 발굴하고 지역 브랜드와 주민 소통을 강화하기 위한 전국 단위 공공 홍보 콘텐츠 경연 대회다. 사단법인 한국미디어영상진흥원이 주관한다.

◆ 폭염·집중호우 등 실제 기후 위기 사례 담아...설득력 높여

광명시는 '탄소중립 기후 대응 도시, 광명'을 주제로 제작한 영상을 출품해 높은 평가를 받았다. 영상은 올해 기록적인 폭염, 집중호우 등 광명시가 직면한 실제 기후 위기 사례를 들어 시민의 일상에서 체감할 수 있는 방식으로 전달했다. 이를 해결하기 위해 추진 중인 시의 시민참여 중심 탄소중립 정책과 성과를 효과적으로 담아냈다.

영상은 기후위기가 먼 미래가 아닌 현재 직면한 문제이며, 기후 행동이 누구나 일상에서 실천 가능한 일이라는 메시지를 중심에 뒀다. 광명시의 시민참여형 탄소중립 정책 철학, 행정적 기반 마련, 에너지 자립 전략을 설득력 있게 표현했다는 점에서 돋보였다.

◆ 기후 전담 부서 신설·1.5℃ 기후의병 운영 등 선도적 정책 추진

광명시는 지방정부 최초로 기후 전담 부서인 기후에너지과(현 탄소중립과)를 신설했다. 시민 실천 네트워크인 1.5℃ 기후의병 운영 등 기후 대응 체계를 일찌감치 구축해 왔다.

시민햇빛발전소 건립, 그린리모델링, 전기차 공유서비스, 공유자전거 '광명이' 등 생활 속 에너지 자립을 위한 사업을 지속적으로 추진하며 선도적인 탄소중립 정책을 추진한 점에서도 높은 평가를 받았다.

2050 탄소중립도시 선언, 탄소중립 국제포럼 개최 등 국내외 지방정부·전문가들과 정책을 공유하며 기후 대응 도시로서의 확실한 비전을 제시한 것도 수상에 긍정적으로 작용했다.

박승원 광명시장은 "기후위기 시대에 탄소중립은 더 이상 미룰 수 없는 가장 시급한 과제이자 시민 모두의 참여가 필요한 일"이라며 "앞으로도 혁신적인 탄소중립 정책을 추진하고, 이를 효과적으로 홍보해 시민참여를 더욱 확대하겠다"고 밝혔다.

◆ Wins Grand Prize at Nationwide Public PR Content Competition

Gwangmyeong City (Mayor Park Seung-won) won the grand prize in the policy and administrative innovation category at the '2nd Local Government Innovation Development Forum and Korea Local Government PR Awards' held at the National Assembly Members' Office Building on the 21st. Gwangmyeong City received nationwide recognition for capturing its leading climate response policies in an outstanding promotional video.

The 'Korea Local Government PR Awards' is a nationwide public PR content competition designed to discover excellent cases of expressing policies, visions, and regional resources of local governments across the country through video content and to strengthen regional brands and communication with residents. The event is organized by the Korea Media and Video Promotion Agency.

Gwangmyeong City received high praise for submitting a video produced under the theme 'Carbon Neutral Climate Response City, Gwangmyeong'. The video cited actual climate crisis cases faced by Gwangmyeong City this year, including record-breaking heat waves and heavy rain, and delivered the message in a way that citizens could experience in their daily lives. It effectively captured the city's citizen participation-centered carbon neutrality policies and achievements being promoted to address these issues.

The video stood out for placing at its center the message that the climate crisis is not a distant future but a problem currently faced, and that climate action is something anyone can practice in daily life. It persuasively expressed Gwangmyeong City's philosophy of citizen participation-based carbon neutrality policy, establishment of administrative foundation, and energy independence strategy.

◆ Establishes Climate-Dedicated Department and Operates 1.5℃ Climate Corps...Promotes Leading Policies

Gwangmyeong City became the first local government to establish a climate-dedicated department, the Climate and Energy Division (currently Carbon Neutrality Division). The city has long been building a climate response system, including operating the 1.5℃ Climate Corps, a citizen action network.

The city also received high marks for continuously promoting projects for energy independence in daily life, such as building citizen solar power plants, green remodeling, electric vehicle sharing services, and shared bicycle 'Gwangmyeongi', and for promoting leading carbon neutrality policies.

Declaring itself a 2050 Carbon Neutral City and hosting the Carbon Neutrality International Forum to share policies with local governments and experts at home and abroad and presenting a clear vision as a climate response city also positively contributed to the award.

Gwangmyeong Mayor Park Seung-won stated, "In the era of climate crisis, carbon neutrality is the most urgent task that can no longer be postponed and requires the participation of all citizens" and "We will continue to promote innovative carbon neutrality policies and effectively publicize them to further expand citizen participation."
