◆ 지방소멸, 도시와 농촌이 함께 풀어야 한다
정부·지자체·학계·연구기관 전문가들이 19일 울산전시컨벤션센터에서 지방소멸 대응을 위한 도시-농촌 상생협력 방안을 집중 논의했다. 수원특례시 주최로 열린 '2025 대한민국 지방시대 엑스포' 공식 콘퍼런스에서 참석자들은 도농 상생협력의 제도화를 핵심 과제로 지목했다.
이재준 수원특례시장은 "지방소멸은 농촌만의 문제가 아니라 도시의 지속가능성도 위협하는 대한민국 전체의 문제"라며 "중앙정부와 지방정부, 도시와 농촌이 하나의 공동체로서 지방소멸에 대응해야 한다"고 강조했다. 신정훈 국회 행정안전위원장도 "지방소멸은 특정 지역의 문제가 아니라 국가 지속가능성을 위협하는 구조적 위기"라고 진단했다.

◆ 수원-봉화 캐핑장, 도농 순환경제 증명하다
수원시와 봉화군의 청량산 수원캐핑장이 성공 모델로 주목받았다. 김도영 수원특례시 정책실장은 "이 시설이 주말 90%, 주중 75%의 이용률을 기록하고 있다"며 "도시민의 여가 수요와 농촌의 유휴 자연자원을 결합한 생활인프라 기반 도농 상생 모델은 지방소멸 대응의 가장 현실적인 전략"이라고 설명했다.
이차희 국토연구원 부연구위원은 "지역 간 인구 격차 심화 속에서 기존 지원 중심 정책만으로는 한계가 명확하다"며 "지방정부 주도, 민간과 시민 참여의 거버넌스와 도시-농촌 기능적 연계 기반의 도농 상생 체계가 필요하다"고 강조했다.

◆ 법·재정 기반 마련, 국회와 정부가 뒷받침하기로
오형은 지역활성화센터 대표는 도시-농촌 협력 지속성 확보를 위해 도농상생법(가칭) 제정과 지방소멸대응기금 내 도농상생계정 신설을 제시했다. 거버넌스 구축, 생활권 기반 도농 연계, 상생 거점 조성, 지역 커넥터 제도화 등도 제안했다.
이재준 수원특례시장은 "도농 상생 입법 과제 모색을 위한 국회토론회 개최 등 도시-농촌 간 상생협력 체계를 구체화하기 위해 노력하겠다"고 밝혔다. 신정훈 국회 행정안전위원장도 "국회가 입법과 예산 지원으로 도시-농촌 상생협력 제도화를 뒷받침하겠다"고 밝혔다.

At the official conference of the '2025 Republic of Korea Local Era Expo' hosted by Suwon Metropolitan City, participants designated the institutionalization of urban-rural cooperation as a core agenda item.
Lee Jae-jun, mayor of Suwon Metropolitan City, stressed, "Regional decline is not merely a rural problem but threatens the sustainability of cities and the entire nation of Korea. The central government, local governments, cities, and rural areas must respond to regional decline as one community." Shin Jeong-hun, chairman of the National Assembly's Committee on Administration and Safety, also diagnosed that "regional decline is a structural crisis threatening national sustainability, not a problem of a specific region."
◆ Suwon-Bonghwa Camping Ground Demonstrates Urban-Rural Circular Economy
The Cheongnyangsan Suwon Camping Ground jointly developed by Suwon and Bonghwa County received attention as a successful model. Kim Do-young, policy director of Suwon Metropolitan City, explained, "This facility records utilization rates of 90 percent on weekends and 75 percent on weekdays. The lifestyle infrastructure-based urban-rural cooperation model combining urban residents' leisure demands with rural areas' idle natural resources is the most practical strategy for addressing regional decline."
Lee Cha-hee, associate research fellow at the Korea Research Institute for Human Settlements, emphasized, "In a situation of widening population gaps between regions, the limits of support-oriented policies are clear. An urban-rural cooperation system based on governance led by local governments with private and civic participation and functional linkage between cities and rural areas is necessary."
◆ Legal and Financial Foundation to Be Supported by National Assembly and Government
Oh Hyung-eun, CEO of the Regional Activation Center, proposed enacting an Urban-Rural Cooperation Act (tentative name) and establishing an Urban-Rural Cooperation Account within the Regional Decline Response Fund to ensure sustainability of urban-rural cooperation. He also suggested governance establishment, lifestyle zone-based urban-rural linkage, creation of cooperative hubs, and institutionalization of regional connectors.
Mayor Lee Jae-jun stated, "I will make efforts to materialize the urban-rural cooperation system by hosting a National Assembly discussion session to explore legislative tasks for urban-rural cooperation." Chairman Shin Jeong-hun also stated, "The National Assembly will support the institutionalization of urban-rural cooperation through legislative and budgetary support."
