◆ 2012년부터 13년째 추진, 12월 국토부 발표가 분수령
군포시는 경부선·안산선 지상 구간 철도 지하화의 국가 계획 반영을 위한 시민 서명 운동을 전개하고 있다. 하은호 군포시장은 18일 기자 간담회에서 "12월 국토교통부가 철도 지하화 종합 개발 계획을 발표한다"며 "이번이 마지막 기회"라고 강조했다. 군포시는 2012년부터 경부선 7개 자치단체 공동 협약을 통해 철도 지하화를 정부에 요청해 왔다. 2024년 초 철도 지하화 통합 개발 특별법이 제정되면서 사업 추진의 법적 근거가 마련됐다. 군포시는 범시민추진위원회와 함께 11월 23일까지 시민 서명을 모아 11월 말 국토교통부에 제출한다. 범시민추진위원회는 10월 관내 단체장 1천여 명의 연서를 국토교통부에 청원했다. 10월 18일에는 시민 체육 광장에서 2천여 명이 참석한 가운데 철도 지하화 촉구 결의 대회를 개최했다.
◆ 6개 역사와 생활 거점 120여 곳에 서명 창구 설치
고등학생 이상 군포 시민은 서명에 참여할 수 있다. 군포시는 경부선 금정역·군포역·당정역과 안산선 산본역·수리산역·대야미역 등 관내 6개 역사에 서명부를 비치했다. 12개 동 행정 복지 센터, 사회 복지관, 노인 복지관, 전통 시장, 아파트 관리 사무소 등에도 참여 창구를 마련했다. 군포시는 현장 안내 인력을 배치하고 홍보물을 제작해 서명 참여 분위기를 확산하고 있다. 접수된 서명은 순차적으로 취합·검증해 국가 기관 제출 형식에 맞춰 정리하고 있다. 범시민추진위원회는 2022년 재개발·재건축·리모델링·아파트 연합회 등이 주축이 돼 발족했다. 2025년 9월 체육회, 통장 협의회, 새마을회, 주민 자치회 등 30여 개 단체가 추가로 합류했다.
◆ 도시 단절 해소와 경쟁력 강화 기대…안산선은 선도 사업 선정
철도 지하화가 실현되면 소음·진동·분진 등 생활 불편이 줄어든다. 지상부 공간을 활용해 도심 공원·보행축을 조성하고 커뮤니티·복지·문화 등 공공 시설을 설치할 수 있다. 단절된 도시를 연결하고 지상부를 주거·상업·업무·공업 등으로 개발하면 도시 경쟁력이 강화된다. 경기도는 2024년 10월 국토교통부에 안산선, 경인선, 경부선 등 3개 노선을 선도 사업으로 제안했다. 국토교통부는 2025년 2월 안산선 초지역-중앙역 구간을 철도 지하화 통합 개발 선도 사업으로 선정했다. 군포시는 경부선 금정-당정 구간과 안산선 금정-대야미 구간을 포함한 제2차 사업 제안서를 2025년 5월 경기도에 제출했다. 하은호 시장은 "시민의 한 줄 서명이 정부의 결정을 움직인다"며 "11월 23일까지 서명에 동참해 달라"고 요청했다.

◆ 13-Year Push Since 2012, December MOLIT Announcement as Turning Point
Gunpo City is conducting a citizen signature campaign to include the underground conversion of above-ground sections of the Gyeongbu and Ansan railway lines in the national plan. Mayor Ha Eun-ho emphasized at a press conference on the 18th that "the Ministry of Land, Infrastructure and Transport will announce the comprehensive railway underground conversion development plan in December" and "this is the last chance." Gunpo City has been requesting railway underground conversion from the government through a joint agreement of seven municipalities along the Gyeongbu Line since 2012. The enactment of the Special Act on Railway Underground Conversion and Integrated Development in early 2024 established the legal basis for project promotion. Gunpo City will collect citizen signatures until November 23 in cooperation with the Pan-Citizen Promotion Committee and submit them to the Ministry of Land, Infrastructure and Transport by the end of November. The Pan-Citizen Promotion Committee petitioned the Ministry of Land, Infrastructure and Transport with joint signatures from approximately 1,000 local organization leaders in October. ◆ Signature Channels Established at Six Stations and 120 Living Hubs
Gunpo City residents of high school age and above can participate in the signature campaign. Gunpo City has placed signature forms at six stations within the city including Geumjeong Station, Gunpo Station, and Dangjeong Station on the Gyeongbu Line, and Sanbon Station, Surisan Station, and Daeyami Station on the Ansan Line. Participation channels have also been established at 12 administrative welfare centers in each district, social welfare centers, senior welfare centers, traditional markets, and apartment management offices. Gunpo City is deploying on-site guidance personnel and producing promotional materials to expand the signature participation atmosphere. The received signatures are being systematically collected and verified and organized to match the submission format for national institutions. The Pan-Citizen Promotion Committee was launched in 2022 with redevelopment, reconstruction, remodeling, and apartment association unions as the core. In September 2025, approximately 30 additional organizations including sports associations, community leaders' councils, Saemaul associations, and residents' self-government associations joined.
◆ Urban Disconnection Resolution and Competitiveness Enhancement Expected; Ansan Line Selected as Pilot Project
When railway underground conversion is realized, living inconveniences such as noise, vibration, and dust will be reduced. Above-ground space can be utilized to create urban parks and pedestrian axes, and public facilities such as community, welfare, and cultural facilities can be installed. Connecting the fragmented city and developing the above-ground area for residential, commercial, business, and industrial purposes will strengthen urban competitiveness. Gyeonggi Province proposed three routes including the Ansan Line, Gyeongin Line, and Gyeongbu Line as pilot projects to the Ministry of Land, Infrastructure and Transport in October 2024. The Ministry of Land, Infrastructure and Transport selected the Choji Station-Jungang Station section of the Ansan Line as a railway underground conversion integrated development pilot project in February 2025. Gunpo City submitted a second project proposal including the Geumjeong-Dangjeong section of the Gyeongbu Line and the Geumjeong-Daeyami section of the Ansan Line to Gyeonggi Province in May 2025. Mayor Ha stated, "Citizens' one-line signature moves government decisions" and requested citizens to "participate in the signature campaign by November 23."
