행정수도특별법은 세종 중심 남북축 GTX와 동서축 KTX 등 교통망 구축을 기본방향으로 변경했다. 국제외교단지와 글로벌 문화특구를 특별관리구역으로 지정하고, 금강수목원 국가 자산화와 산림생태단지 조성도 포함했다.
◆ 위헌 논란 해소 및 3부 완전 이전
연계 법안은 '대한민국 수도는 서울, 행정수도는 세종'으로 규정해 위헌 논란을 해소한다. 국회의사당 전부 이전과 대법원 이전을 통해 3부 요인의 세종 배치를 완성한다. 김 의원은 이달 하순 구체적인 추진 방향을 설명할 계획이다.

◆ Bill Proposed for Relocation of Legislative, Judicial, and Administrative Branches to Sejong
Rep. Kim Jong-min (Sejong-gap, Independent) proposed the 'Administrative Capital Completion Act', which includes the relocation of the National Assembly, Presidential Office, and Supreme Court. This bill packages the 'Administrative Capital Special Act', 'Capital Sejong Special City Act', 'Complete National Assembly Relocation Act', and 'Supreme Court Relocation Act'. Rep. Kim stated, "All three branches—legislative, judicial, and administrative—must be located in Sejong to truly complete the administrative capital."
◆ Transportation Network Construction and Special Management Zone Designation
The Administrative Capital Special Act changed its basic direction to construct transportation networks such as north-south GTX and east-west KTX centered on Sejong. It includes designation of international diplomatic complexes and global cultural special zones as special management zones, along with nationalization of Geumgang Arboretum and creation of forest ecological complexes.
◆ Resolution of Constitutional Controversy and Complete Three-Branch Relocation
The related bills resolve constitutional controversy by stipulating 'the capital of the Republic of Korea is Seoul, the administrative capital is Sejong'. Complete relocation of the National Assembly building and Supreme Court will finalize the placement of three branches in Sejong. Rep. Kim plans to explain specific implementation directions later this month.
