인천경제자유구역청이 대규모 경제자유구역 개발사업의 경미한 변경 기준을 완화하는 법령 개정을 제안했다.

인천경제자유구역청은 4일 광양만경제자유구역청이 주관하는 '제33회 전국 경제자유구역 청장협의회'에서 대규모 개발사업지구의 경미한 변경 기준을 완화하는 법령 개정을 제안했다고 밝혔다.

◆ 현행 기준, 대규모 지구일수록 유연한 조정 어려워

현행 경제자유구역법 시행령은 단위개발사업지구의 총면적에 상관없이 동일한 기준을 적용하고 있다. 이에 따라 토지이용계획이나 기반시설계획 등의 변경이 대규모 지구일수록 유연하게 조정되기 어려운 상황이다.

대규모 경제자유구역 개발사업은 산업통상자원부 경제자유구역위원회 심의를 거쳐야 하며, 이 과정에서 시간 소요와 복잡성이 커져 외국인 투자기업들의 적기 투자 대응이 어렵다는 지적이 제기돼 왔다.

◆ 500만㎡ 이상 지구, 15만㎡ 미만 변경 경미 사항 인정

인천경제청은 이러한 제약을 해결하기 위해 대규모 개발사업지구에 대해 별도의 유연한 기준을 적용해야 한다고 제안했다.

제안한 개정안은 500만㎡ 이상인 대규모 개발지구에서는 15만㎡ 미만의 변경을 경미한 사항으로 인정해 기준을 완화하는 내용을 담고 있다. 이를 통해 산업부 경제자유구역위원회 심의 없이도 신속한 계획 변경이 가능해질 전망이다.

◆ "투자 환경 조성 위한 첫걸음"

윤원석 인천경제청장은 "이번 제안은 신속하고 유연하게 투자 환경을 조성하기 위한 중요한 첫걸음"이라며 "앞으로도 인천경제청은 실질적인 투자 촉진과 지역경제 활성화를 위해 현장의 목소리를 반영한 제도 개선 노력을 지속하겠다"고 밝혔다.

Yoon Won-seok, Director of Incheon Free Economic Zone Authority, stated "This proposal is an important first step to create an investment environment quickly and flexibly," and added "Incheon Free Economic Zone Authority will continue institutional improvement efforts reflecting voices from the field for practical investment promotion and regional economic revitalization."
